In this role you will:

Lead the Market Operations, Energy branch – with responsibility for market entry and exit and providing strategic insights into the operation of Victoria's energy markets. This includes;

  • Have a key role in driving the decarbonisation of Victoria's energy sector by assessing licence applications for new entrants in a rigorous yet timely manner;
  • Be an influential contributor to efforts to put consumers at the centre of Victoria's energy sector but using data and intelligence to provide key insights into the operation of Victoria's energy markets.

The Market Operations, Energy branch is responsible for market entry and exit and providing strategic insights into the operation of Victoria's energy markets. This includes:

  • facilitating the orderly entry of energy market participants across the retail, generation, distribution and transmission sectors via assessing licence applications in a rigorous yet timely manner;
  • managing retailer of last resort events while promoting consumer protections in the process;
  • overseeing the cohort of Victorian energy market participants who are required to register as exempt persons (including all new embedded networks commencing 1 January) and overseeing new renewable energy requirements for those networks;
  • managing Victoria's energy regulatory sandboxing framework;
  • exercising a range of regulatory functions including assessing appropriateness of greenhouse gas disclosure on energy bills, assessing applications for exemptions from various parts of Victoria's energy rules and publishing and determining the appropriate licence fees for market participants;
  • Overseeing the preparation of the Essential Services Commission's quarterly and annual Victorian Energy Market Report, a publication which draws together Victoria's reporting obligations around enforcement and compliance, regulatory operations and intelligence and insights regarding Victorian energy sector;
  • Providing strategic insights into Victorian energy markets (by using intelligence effectively and undertaking expert analysis).
