Organisation Overview
A new state government entity, MAP Co is responsible for the delivery of the Melbourne Arts Precinct Transformation project as well as the operations, programming, promotion and maintenance of Federation Square and the new Melbourne Arts Precinct public spaces.
Set to boost Melbourne's standing as a creative and cultural capital and to harness the immense potential of one of the most vibrant arts corridors in the world, MAP Co is delivering capital projects including the $1.7 billion Melbourne Arts Precinct Transformation project that includes, The Fox: NGV Contemporary, a new gallery dedicated to contemporary art and design; an 18,000 square metre public open space in the heart of the precinct; significant upgrades to the State Theatre; and new restaurants and bars throughout the space.
Federation Square supports a diverse mix of businesses that service residents, CBD workers and local and international visitors alike. It is proudly home to nationally significant resident cultural institutions the Koorie Heritage Trust (KHT), the Ian Potter Centre: NGV Australia (NGVA) and the Australian Centre for the Moving Image (ACMI). MAP Co works collaboratively with these organisations to support and leverage a wholistic approach to precinct programming.
About the Role
MAP Co is seeking Security and Emergency Manager to ensure the safety and security of all visitors, employees, and assets at Fed Square. The Security and Emergency Manager will work closely with the Fed Square Commercial & Operation teams, Planning & Interpretation team and outside agencies to develop, implement, and maintain venue security and emergency management protocols and procedures.
Key Accountabilities
- Manage the agreed contract obligations within the Security Services and the CCTV/Access Control Contracts including daily security operations and ensuring that Standard Operating Procedures (SOP) are strictly adhered.
- Work closely with the Precinct Operations Manager to drive the development and execution of strategies and plans for enhancing organisational resilience and effectively implement the Organisational Resilience Framework.
- Maintain role as primary Chief Warden as part of the Emergency Control Organisation, managing the Emergency Operations Centre (EOC) for high-risk events.
- Develop, implement, and maintain security and emergency management policies and procedures to mitigate incidents, which support Fed Square as a safe environment.
- Implement and maintain security technology, such as access control systems and surveillance cameras including recommendations for business improvements.
- Develop and maintain positive stakeholder relationships with local law enforcement, emergency services, and other relevant agencies to coordinate emergency response plans.
- Conduct regular security risk assessments for events and training exercises to identify vulnerabilities and areas for improvement.
- Investigate security and emergency incident response, including accurate documentation and reporting.
- Lead regular security and emergency scenario training to staff, tenants and stakeholders to ensure sound knowledge of safety, security and emergency protocols.
- Promote awareness and understanding of emergency planning arrangements, systems and management obligations
- Work closely with the OH&S Manager, event planning & operations teams to establish security measures that are seamlessly integrated into a safe visitor experience.
- Create a positive, customer service focused security and emergency management culture.
- Ensure compliance with all relevant safety and security regulations and legislation.
Your Experience
- Leadership & Professionalism - Demonstrated leadership experience in high-paced environments with multiple priorities and exhibit approachability and professionalism in all interactions with visitors, tenants, and staff, creating a sense of trust and respect within the organisation.
- Security & Technical Expertise- Demonstrate a strong track record in effectively managing security services in a large 24-hour public facility including contractor management and various aspects of the commercial security industry, i.e. CCTV, Electronic Security, Control Room Operation, and Incident Investigations.
- Emergency & ECO Management - Extensive experience in emergency management, crisis response management, and effectively managing an Emergency Control Organisation (ECO). Demonstrated ability to act as the primary Chief Warden.
- Service Focus and Effective Communication- Exhibit a demonstrated knowledge and focus on exceptional service delivery, continual improvement, collaboration, and risk management. Possess excellent interpersonal skills, with the ability to communicate effectively, negotiate, and influence others to achieve desired outcomes.
- Stakeholder Engagement - Demonstrate the ability to effectively engage with stakeholders, including internal teams, police, and other emergency services and agencies. Show evidence of building and maintaining positive relationships, collaborating closely, and providing and receiving advice as required.
- Safety and Strategic Thinking - Exhibit a strong commitment to safety, quality, and the environment, prioritising the well-being of individuals and the organization. Demonstrate strategic thinking skills in analysing security risks, emergency management, and developing effective training and exercise programs to mitigate potential threats and ensure preparedness.
- Finance - Demonstrated capability and understanding of adherence to financial budgets.
Qualifications
- Relevant experience and/or tertiary course in security management, emergency management and/or counter terrorism.
- Security Advisers Registration

Some out of hours work may be required from time-to-time.
