About the Role:

The HCM Project Director is responsible for leading a range of implementation activities to transition from existing legacy HCM applications to an SAP SuccessFactors Cloud platform in line with the whole of Victorian government direction. The incumbent is required to work closely with key stakeholders across People, Safety & Culture and Technology Solutions, whilst also liaising with key users across the department's portfolio and key stakeholders across government.

The Project Director will lead a multi-disciplinary team of staff and contractors who work closely with the One VPS project team and external vendor partners to implement the SAP SuccessFactors Cloud platform within the required timeframes. This work will include consolidating the current separate HCM systems of the department.

Whilst reporting to the Director, People Services, this roles has a matrix reporting line into People Services and the broader Technology Solutions (TS) Business Unit.

The department's Human Capital Management (HCM) project is a joint initiative between PSC and TS and supported by the Department of Premier and Cabinet. It aims to transition existing legacy HCM applications to a Cloud platform, in line with the whole of Victorian government direction. The project covers several Human Resource (HR) functions across the department, with business ownership and engagement of the initiative being led by PSC.

About You:

As our ideal candidate you will have demonstrated abilities and experience in:

  • Corporate process/system implementations: producing detailed project and work plans where objectives are clearly defined and action steps for achieving them are clearly specified,
  • Stakeholder Management: providing high level strategic advice and information to a range of key stakeholders, ensuring beneficial partnerships,
  • Influence and Negotiation: developing long-term, complex and multi-phased plans to influence others; Implements complex strategies to build buy-in and support from key internal and external stakeholders,
  • Leadership: motivating individuals to deliver on-time high quality outcomes,
  • Verbal & Written Communication: a strong communicator who confidently conveys ideas and information whilst clearly understanding the target audience and objectives,
  • Outcome Delivery: a demonstrable record in delivering specific outcomes in large scale, complex corporate systems/process transformation initiatives, with ability to work at a detailed level in a fluid environment whilst recommending solutions to mitigate risks.

In addition to this, you will ideally possess:

  • Postgraduate qualification in business or similar professional qualifications
  • Demonstrable experience in leading key business enabling IT projects related to corporate systems and applications
  • Strong working knowledge of key processes and obligations in the HCM and Payroll sectors
  • Recent demonstration of delivering SAP SuccessFactors projects across similar size organisations
  • Significant experience in vendor/supplier management across a disparate stakeholder set
  • Exposure to public sector cross-organisation project delivery mechanisms

The department is committed to providing and maintaining a working environment which is safe and without risk to the health of its employees consistent with the department's obligations under the Occupational Health and Safety Act 2004 (Vic). Therefore, there is a requirement that all DJCS employees be fully vaccinated against COVID-19 in order to undertake duties outside of their homes.

At interview stage and prior to commencement of employment with the department, you will need to provide evidence that you are vaccinated against COVID-19 with three doses of a COVID-19 vaccine.   

 Upon commencement of employment with the department you will be required to provide evidence that you have an up-to-date vaccination status within the timelines specified by the department into the DJCS Service Portal. This includes evidence of three doses of a COVID-19 vaccine required by the department (from time to time).

Acceptable evidence includes:

  • COVID-19 digital certificate or ATAGI exemption certificate (available via your myGov account), or
  • Your immunisation history statement (available via your myGov account)

Other documentation outside the above will not be accepted as evidence of having received your COVID-19 vaccine doses.
