About us
Harness Racing Victoria (HRV), a statutory body, is responsible for the control, development and promotion of the Victorian harness racing industry.
With strong links to rural and regional communities, we are committed to developing a vibrant and sustainable industry that promotes participation, integrity and racing excellence.
Our commercial arm, thetrots.com.au, showcases highlights from the harness racing calendar and is supported by our broadcast channel TrotsVision, which encompasses both live streaming of race days and On Demand offerings.
We value all our customers, from our participants - which include trainers, drivers, breeders and owners - to our regional clubs, industry stakeholders and fans of the sport. We work closely with the other Victorian racing codes to support the ethical treatment of our animals, as well as ethical wagering.
The Opportunity
The primary purpose of this role is to initiate and conduct investigations relating to the racing industry and to ensure the reputation and integrity of Harness Racing Victoria is continually enhanced.
The key responsibilities of this role include:
- Conduct sound and procedurally correct investigations
- Formally plan, interview participants and witnesses and others to gather evidence from all relevant parties and present professional transcripts and case briefs or reports as appropriate.
- Ensure that harness racing is conducted fairly and accordance with the Polices of Harness Racing Victoria and the Australian Harness Racing Rules (AHRR).
- Preparing formal statements and briefs of evidence for inquiries and hearings.
- Assist with animal welfare inspections/investigations as required.
- Monitor and maintain oversight of disqualified person's activities in relation to harness racing.
About You
Ideally, we are seeking an applicant who meets the following key criteria:
- Knowledge and experience of investigative techniques and procedures, rules of evidence relating to various legal jurisdictions and equine drug use and analytical procedure.
- Experience in managing confidential information together with understanding of the importance to conduct themselves with integrity, professionalism, and fairness at all times.
- Previous 2+ years' experience in an investigatory role that requires the application of laws, Acts or law enforcement, preferably in law enforcement (or similar) industry.
- Ability to remain professional and courteous with customers/stakeholders at all times.
- Understanding of the racing industry and the regulatory role undertaken by the racing codes and in particular harness racing would be advantageous.
- Experience gained at law enforcement level or background in intelligence analysis is highly desirable.
- Knowledge of Australian rules of harness racing, equine drug use & analytical procedures will also be highly regarded.

The position holder must possess a current Victorian motor vehicle driver's licence.
