Victoria's independent anti-corruption commission, IBAC, now in its sixth year of operation, has built and demonstrated a strong capacity to expose and prevent public sector corruption and police misconduct in Victoria.

IBAC seeks a Deputy Commissioner is to assist the Commissioner in fulfilling IBAC's legislated purpose and functions, particularly as they relate to IBAC's important oversight of Victoria Police. The Deputy Commissioner's position is a statutory appointment, made upon the recommendation of the Special Minister of State.

The Deputy Commissioner will be expected to:

  • undertake specific delegated duties and functions under the IBAC Act, especially as they relate to the exercise of IBAC's significant investigatory powers;
  • contribute to operational, intelligence and research activity and products, as they relate to issues, themes and trends regarding police conduct;
  • advise on the assessment of complaints and notifications of police misconduct, and the reviews of Victoria Police internal investigations of such conduct;
  • engage with a range of external stakeholders in advocating IBAC's work in relation to police conduct.

The Deputy Commissioner will be expected to work as part of a cohesive senior executive team, acting on the instructions of the Commissioner .The Deputy Commissioner will also be expected to participate in driving organisational performance and actively participating in the strong IBAC values based culture.

The successful candidate for the role Deputy Commissioner will have a relevant legal, law enforcement, public body, academic or community organisation background. They will have  a substantial record in relevant or associated public policy, statutory enforcement and/or regulatory compliance. They should also have extensive experience in setting, dealing with or responding to conduct issues and challenges in a public sector or policing context, either in Victoria or a similar jurisdiction. Relevant tertiary qualifications such as law, criminology and public administration will be considered highly desirable.
