Position Details

Who We Are: 

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities.  We support them to understand their risk and the relevance of taking action before, during and after emergency events. As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Metropolitan Fire Brigade (MFB), Parks Victoria and the Department of Environment, Land, Water and Planning (DELWP) during major bushfire and emergency incidents. We also work closely with key partners and municipal councils throughout Victoria to develop and improve their emergency management plans in relation to the performance and exercise of their duties and responsibilities under the Emergency Management Acts 1986 and 2013.  This role is a key function within the VICSES Information Services team. The role is responsible and accountable for the effective administration of the VICSES entire (WAN) network platform systems as well as for the successful implementation of small and medium sized IT projects. Reporting to the Manager Service Delivery, the scope of responsibility extends to providing 2nd-3rd level technical administration support and project services for our cloud-based, mobile, radio, telecommunications and security platforms. The technical areas of responsibility extend to the systems which support all of our members, offices (11), volunteer units (approximately 149), vehicles and technology assets. This role requires a flexible and solution focused approach with the ability to balance competing demands and to plan for and deliver specific outcomes within clearly defined time and resource constraints. Out-of-hours support on a rotating roster basis (average of one week per month) as the ICT Duty Officer is mandatory. Whilst this is a non-operational position, this role may provide support to operational staff during major or declared operations. This role will require intrastate (across Victoria) travel to support our units and offices – as required. The business areas of responsibility for this role require project services for small and medium sized projects, including the procurement, implementation, rollout and transition to BAU phases. Basic to intermediary Project and change management skills will be required to carry out the implementation of small to medium sized projects. Good supplier relationship skills and awareness of budget controls is also required.
