About Public Transport Victoria (PTV)

Public Transport Victoria (PTV) is a statutory authority that acts as a system authority for all public transport and an advocate for public transport users. We are a single contact point for customers wanting information on public transport services, fares, tickets and initiatives. PTV aims to improve public transport in Victoria by ensuring better coordination between modes, facilitating expansions to the network, auditing public transport assets, promoting public transport as an alternative to the car.

 Your new role

In the complex Victorian public transport network, something is always happening. The Senior Manager, Operations ensures when things happen such as planned works or unplanned incidents the best possible outcome for passengers is achieved.

So how will you do that? Through the proactive management of PTV's operational monitoring and incident response teams, by providing expert operational advice and direction in a ‘real time' environment and by identifying potential risks and mitigations to delivery of operational outcomes.

You will be an expert on public transport operations and thrive in a high demand reactive environment. You will be the calm under pressure and confident leading in times of change and uncertainty.

This role will equally be suitable for a seasoned leader in this sector or for an individual with extensive experience, looking for an opportunity to develop in a senior leadership role. Functional responsibilities will include (but are not limited to): 

  • Actively monitor the performance of the public transport network and provide high level directional intervention as required to ensure a coordinated, effective and customer first response to emergencies or incidents in line with PTV protocols, legislative and regulatory responsibilities.
  • Manage and deliver complex strategic initiatives designed to remediate unsatisfactory performance trends or operational outcomes which are impacting on the State's performance and service delivery objectives.
  • Ensure that all internal and external stakeholders deliver the requirements, standards and activities defined within PTV's suite of coordination, preparedness and assurance frameworks. 
  • Responsible for the comprehensive risk management framework that ensures that any risk resulting from service delivery is identified, communicated and controlled in a timely manner and consistent with relevant legislative requirements.
  • Provide senior level technical and subject matter expertise into the planning, design and delivery of operational and customer service methodologies for all major projects, special events and all other Network Events.
  • Ensure PTV and public transport sector compliance with all relevant legislation including compliance with all requirements defined within Franchise Agreements relevant to Network operations.
  • Develop and deliver a strategic and transformational vision for the Network Coordination - Operations branch which values and supports the development of employees, improves efficiency, modernises technological capabilities and demonstrates a continued focus on a culture of high performance which reflects positive PTV reputation.

 What you'll need to succeed

  • Extensive knowledge of the Victorian public transport network. awareness of key public transport issues and extensive experience in the delivery of public transport operations.
  • High level capability to facilitate consequence and response management activities within the public transport industry. 
  • Demonstrated outstanding ability to analyse, interpret and report on complex issues using data and performance intelligence.
  • Specialist ability to identify and manage issues of significant risk in a broader context, including safety, commercial, contractual, customer and reputational risk.
  • Excellent understanding of the contractual agreements in place between the Government and the private rail operators.
  • Proven ability to lead high performing teams, create a positive working environment and ensure effective development and retention of staff expertise and team capabilities.
  • Ability to deliver results in a high volume, high paced and dynamic environment with competing demands that enhances PTV's reputation for excellence.

Mandatory

  • Tertiary qualification in Public Policy, Transport, Operational or Delivery or related disciplines, or similar experience.
