About us

With Victoria's strong population growth and demand for services within the justice portfolio increasing at unprecedented rates, the scale of the infrastructure required to support this demand has never been more significant.

The Community Safety Building Authority (CSBA) has been established to support the transformation required to create a public service that is more connected, agile and mobile to respond to these challenges.

The CSBA will support the Department of Justice and Community Safety (DJCS) by planning, designing, procuring and building new infrastructure assets as well as modernising and upgrading existing ones.

CBSA will look for opportunities to support DJCS to deliver the targeted responses Victorians need through innovation in victim centred system design and precinct based localised delivery of integrated services.

About the role

As the Executive Director, Major Projects, you will be responsible for the successful design, procurement and delivery of the largest and most complex capital works projects for DJCS. This will include:

  • ensuring projects meet time, budget and quality standards
  • engaging meaningfully with stakeholders, particularly with client groups, asset owner/operators and with industry
  • ensuring project delivery is executed in a manner consistent with applicable government approval requirements and policy, and according to priorities specified by DJCS
  • establishing and deploying project and program staff to meet the requirements of the CSBA delivery program, taking full accountability for project performance and setting the strategic direction to create a dynamic and productive workforce culture.

The role has oversight and accountability for the investment realisation and construction delivery of a range of major new build and expansion projects across a number portfolio agencies. Each project team must be appropriately established, resourced and managed to facilitate the successful delivery of project benefits realisation, objectives and performance.

This senior leadership position (Executive Officer level 2) is based at 121 Exhibition Street, Melbourne, and is available on a fixed-term basis for up to five years.

About you

As our ideal candidate, you will have:

  • proven experience in managing complex programs and projects, including the evaluation of financial, technical, management and legal aspects of proponent bids, negotiation and benchmarking processes of a complex nature
  • expertise in organisational improvement, with a proven capacity to manage change in a consultative and sensitive manner
  • highly developed relationship building and stakeholder management skills
  • extensive experience in developing robust, collaborative and productive commercial relationships with key Victorian construction contracting organisations
  • demonstrated ability to lead high performing teams and promote a culture which encourages initiative, innovation and strives for continuous improvement
  • highly developed ability to identify, select and deploy project office and project delivery staff, in the environment of a highly effective committed focused project delivery team.
