About us

With Victoria's strong population growth and demand for services within the justice portfolio increasing at unprecedented rates, the scale of the infrastructure required to support this demand has never been more significant.

The Community Safety Building Authority (CSBA) has been established to support the transformation required to create a public service that is more connected, agile and mobile to respond to these challenges.

The CSBA will support the Department of Justice and Community Safety (DJCS) by planning, designing, procuring and building new infrastructure assets as well as modernising and upgrading existing ones.

CBSA will look for opportunities to support DJCS to deliver the targeted responses Victorians need through innovation in victim centred system design and precinct based localised delivery of integrated services.

About the role

As the Director, Project Development and Advice, you will provide services to the broader justice portfolio that include:

  • technical and design advice
  • construction planning and programming advice
  • business case management and development
  • statutory planning and environmental requirements
  • analysis and advice
  • cost planning
  • constructability advice and operational readiness.

The functions contained within this team will support the project teams within CSBA, as well as clients from the broader justice portfolio to support them as their work develops.

In this role, you will also be responsible for client relationship management, and the planning and development of projects.

This senior leadership position (Executive Officer level 3) is based at 121 Exhibition Street, Melbourne, and is available on a fixed-term basis for up to five years.

About you

As our ideal candidate, you will have:

  • extensive experience and record of achievement in the leadership and implementation of major infrastructure projects at the business case phase
  • proven ability and experience in the delivery of major projects that comply at all stages of implementation with financial, social, budgetary, audit and procurement policies and probity requirements
  • proven and extensive capacity to lead complex infrastructure projects, including the evaluation of financial, technical, management and legal aspects of proponent bids, negotiation and benchmarking processes of a complex nature
  • extensive experience in managing the development of commercial/contractual arrangements on behalf of government
  • high-level communication and interpersonal skills combined with demonstrated ability to liaise and negotiate at senior levels, provide high-level advice to ministers and the Secretary, and resolve complex issues.
