About us

With Victoria's strong population growth and demand for services within the justice portfolio increasing at unprecedented rates, the scale of the infrastructure required to support this demand has never been more significant.  The Community Safety Building Authority (CSBA) has been established to support the transformation required to create a public service that is more connected, agile and mobile to respond to these challenges.

The CSBA will support the Department of Justice and Community Safety (DJCS) by planning, designing, procuring and building new infrastructure assets as well as modernising and upgrading existing ones. CBSA will look for opportunities to support DJCS to deliver the targeted responses Victorians need through innovation in victim centred system design and precinct based localised delivery of integrated services. 

About the role

An outstanding new six month opportunity has arisen for a highly skilled and experienced infrastructure delivery professional to take on this key Executive Officer role, based at 121 Exhibition Street, Melbourne.

Reporting to the Chief Executive Officer, the Executive Director, Infrastructure Delivery is responsible for the successful design, procurement and delivery of major capital works projects for the DJCS in accordance with time, budget and quality standards, and through meaningful stakeholder engagement, particularly with the client groups and asset owner/operators and with industry. Delivery of the program is executed in a manner consistent with applicable government approval requirements and policy, and according to priorities specified by DJCS.

The role is required to establish and deploy project and program staff to meet the requirements of the CSBA delivery programme. This includes full accountability for project performance and setting the strategic direction to create a dynamic and productive workforce culture.

About you

As our ideal candidate, you will have:

  • A demonstrated track record in delivering a significant, complex, diverse and disperse group of programs whilst providing executive oversight across multiple concurrent projects under a large and complex program of work.
  • Expertise in organisational improvement with a proven capacity to manage change in a consultative and sensitive manner, gaining widely accepted outcomes.
  • Highly developed relationship building and stakeholder management skills with a track record in building successful partnerships, including a demonstrated ability to build cross portfolio relationships
  • Extensive experience developing robust, collaborative and productive commercial relationships with key Victorian construction contracting organisations.
  • Demonstrated experience managing a large group of external consultants/contractors ensuring each meet clear performance and accountability standards and key business requirements.
  • A demonstrated ability to successfully deliver major programs and projects that comply at all stages of implementation with government and departmental financial, social, budgetary, audit and procurement policies and probity requirements.
