Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. Role Summary

The role of the Manager Regional Operations Readiness is to support the Regional Manager in ensuring that the Region develops and maintains the required standard of operational readiness and is able to respond effectively to emergencies when they arise. The role is required to proactively manage and coordinate the Regions' operational readiness, capability and response activity.  This includes the use of functional leadership within a defined geographic area over community preparedness, emergency planning, command and control functions, and the review of operational activity. The incumbent is required to participate in operational duties, manage operational readiness projects and to build the capability and capacity of Regional members.


Assisting the Regional Manager with the daily operational management of the Region including: participating in the Regional Duty Officer roster and performing the role of Regional Commander when appointed; leading the development and maintenance of Unit operational capability and capacity in line with the Organisation Capability Information Framework (OCIF).

Develop, maintain and participate in the Region's operational readiness by ensuring that the capabilities of VICSES members are maintained, command and control facilities are tested and ready, and the Regional Duty Officer function is maintained.

Lead the Region's preparedness and response activities including the performance of incident management roles and the undertaking of operational performance review activities with the Region post event.   

Contribute to the strategic directions of the Operations and People & Development Directorates by developing and monitoring the Regional Operations and Training Business Plan, monitoring components of the budget, researching and investigating best practice, and identifying areas of improvement.

Provide strategic advice to the Regional Manager in relation to Regional capability in order to meet the Emergency Response Activity Standards (ERAS).

Enhance the Regions' operational readiness by ensuring accurate RMS data, a training needs analysis is conducted in line with the OCIF and training plans are developed to address any gaps.

Oversee the coordination and delivery of training programs and assist in the delivery of skills and knowledge to ensure VICSES meets RTO compliance and legislative requirements.

Ensure training delivery and assessments conducted in the Region are delivered utilising quality assurance practices in accordance with RTO standards and VICSES learning and development frameworks, and are regularly audited in accordance with VICSES policy, SOPs and OHS system.
