Position Details
The Melbourne Arts Precinct Corporation (MAP Co) is the State Government agency responsible for overseeing the delivery of the Melbourne Arts Precinct Transformation and provides governance and an operational structure to one of Melbourne's most iconic cultural spaces: Fed Square.
MAP Co leads the Melbourne Arts Precinct Transformation, Australia's largest ever cultural infrastructure project, delivering The Fox: NGV Contemporary and the major rejuvenation of Arts Centre Melbourne (ACM), joined together by 18,000sqm of green public space.
It also takes on the management and operations of Fed Square and is responsible for connecting a single continuous art, civic, and cultural precinct stretching from Fed Square through Southbank.
Once the transformation is complete, MAP Co will also manage and activate Laak Boorndap, the 18,000 urban garden that will connect the Melbourne Arts Precinct in a seamless and immersive cultural experience.
Fed Square is the gateway to the art precinct – and as Melbourne's public square it is the civic, cultural and community heart of the city. It home to four of Victoria's major cultural institutions: ACMI – Australia's Museum of Screen Culture, the Koorie Heritage Trust (KHT), Melbourne Electronic Sound Studio (MESS) and The Ian Potter Centre: NGV Australia along with an array of restaurants and cafes. Located opposite the iconic Flinders St Station, it is Melbourne's premier meeting place, tourist destination and event venue for thousands of free events every year.

Key Responsibilities and Accountabilities:
- Lead the delivery of efficient and effective services including facilities management, asset management, security, emergency management, business continuity and procurement, aligned MAP Co's policy, procedures and processes.
- Ensure all Facilities Operation Team activities continually comply with all relevant legislation, regulatory requirements, Australian and International Standards, Leases and MAP Co policies and procedures.
- Lead the development and implementation of the Asset Management Framework and associated functions in line with ISO55000 standards, legislation, and MAP Co priorities.
- Lead the charge in organisational resilience endeavours, encompassing security management, emergency preparedness, evacuation protocols, and the adherence to relevant regulatory standards to safeguard the precinct's assets, visitors and staff.
- Foster a culture of sustainability and promote environmental improvements leading by example through the provision of services and projects, and working collaboratively with other teams and departments, to meet MAP Co's sustainability strategy goals.
- Foster positive relationships with all internal and external stakeholders, working with them collaboratively to manage expectations and find mutually beneficial solutions.
- Assist the Head of Fed Square Operations and Assets with the preparation of periodical reporting, board reports, and business case development ensuring reports and work is completed accurately and to a high standard within agreed timeframes.
- Actively plan and manage the team operating and capital budgets, ensuring that departmental expenditure represents value for money and drive outcomes through effective procurement and contract management practices.
- Proactively identify opportunities for continuous improvement and develop and manage strategic frameworks for Facilities Operations including strategic plans, policies, systems, technologies and procedures.
- Lead, mentor, and develop the Facilities Operations Team to deliver high-quality and responsive services though the execution of effective leadership and proactive coaching and guidance.
- Any other duties as required by your manager or delegated member.
Key Selection Criteria
Strategic Leadership and Stakeholder Management: Maximises effectiveness by selecting, developing and managing a high performing team, builds team commitment by demonstrating personal conviction, professionalism and motivates others to deliver against goals. Establishes and maintains relationships with people at all levels, and across business areas, functions and organisations, builds trust through consistent actions, values and communications, cooperates and works well with others in the pursuit of team goals.
Financial Management and Resource Optimisation: Expertise in constructing and managing facilities and operations budgets, identifying cost-saving opportunities, contract optimisation and ensuring efficient resource allocation while maintaining optimal service delivery. Experience contributing to capital works programs, aligning financial planning with strategic priorities.
Compliance, Risk Management, and Safety: In-depth understanding of regulatory frameworks, including the Building Act, Building Regulations, Asset Management and Occupational Health and Safety requirements (e.g. Building Act 1993, National Construction Code 2019, Occupational Health & Safety Act 2004, Occupational Health and Safety Regulations 2017 and ISO 55000 Asset Management). Proven ability to ensure proactive compliance, management of risks, development of emergency preparedness plans and implementation of an effective asset management strategy that considers environmental sustainability.
Service Excellence: Identifies and responds to stakeholder underlying needs, uses understanding of the stakeholder's organisational context to tailor service delivery for the team and ensure a high-quality response. This role is innovative and considers the broader impacts when providing outstanding levels of service, constructively responds to escalated service issues that arise in a timely manner and effectively manages risks for the Facilities Operations team and the service delivery.
Governance, Reporting, and Accountability: Ability to provide executive-level input into reports, construct budgets, and manage financial reporting. Strong grasp of governance principles, accountability frameworks, and procurement practices. Proficiency in conveying complex information to stakeholders.
Desired Experience/Qualifications:
- Minimum of 5 years of experience in Facilities Management including experience in implementation security practices and managing Workplace Health and Safety risks and hazards within a complex operational site.
- Demonstrated experience in team management including managing performance, recruitment, and developing skills and capability of team members.
- Proven knowledge and understanding of Building Codes, Building Information Modelling and building management systems and the ability to understand technical documents, including drawings and technical specifications.
- Proven customer service approach in a complex public venue.
- Strong skills in areas such as conceptual thinking, analysis, innovative problem-solving, service excellence and negotiation.
- Well-developed written and verbal communication skills with proven ability to establish and maintain strong working relationships with key internal and external stakeholders.
- Compliance mindset with a proactive attitude with ability to meet deadlines and work on multiple tasks at any one time.
- Computer literacy including Microsoft Office, Project, and familiarity with Windows environment; familiarity with CAD programs is an added advantage.
- Preferred: Relevant qualifications at degree level and/or experience in facilities management, property management, engineering or related field.
- Desired: High level understanding of sustainability in the context of building management.
Position Specific Requirements
This role is a facilities operations role which will be expected to be working on site for the majority of the time. At times out of ordinary hours work may be required from time-to-time.
