About Us
The Children's Court of Victoria (ChCV) has jurisdiction under the Children, Youth and Families Act 2005 to hear cases involving children and young people up to the age of 18 years, and in some cases up to 19 years. It has a Family Division and a Criminal Division, and it sits at locations throughout metropolitan Melbourne and regional Victoria.
About the Role
The Operations Manager is responsible for managing and maintaining effective and consistent court and registry operations at the Melbourne Children's Court. The Operations Manager is responsible for the daily operations of the Court including the management of staff and ensuring all legal, quasi-judicial and administrative functions are provided in accordance with the various Acts, Rules and Regulations across all relevant jurisdictions.
The Operations Manager works closely with the Senior Registrar, the Deputy CEO, Operations and Service Delivery Transformation, the State Coordinating Registrar and ChCV judicial officers to ensure the delivery of responsive, consistent and effective judicial support and court services in alignment with operations at Children's Courts.
The Operations Manager will also work closely with the Senior Registrar and the Court's built environment team and Court Services Victoria (CSV) to oversee asset maintenance and court security arrangements to ensure court buildings and facilities are safe, secure and fit for purpose.
The role has significant technical components as well as team leadership and people management responsibilities, requiring highly developed skills and experience and an advanced understanding of the Court's practices, procedures and systems.
The position operates within a demanding and sensitive environment that requires the capacity to exercise sound judgement, build relationships with key stakeholders and liaise effectively with the judiciary and senior officers of the Court.
Key Duties:
- Manage the operations of the Court, ensuring the delivery of high-quality court registry, court support and client support services and quasijudicial functions in accordance with appropriate policies and court operational practices.
- Manage and lead staff in delivering responsive services by monitoring demand pressures, performance outputs, identifying service gaps and implementing effective solutions.
- Lead, direct and motivate staff and be responsible for their training, development and performance.
- Initiate, build and enhance key relationships with internal and external stakeholders including the judiciary, legal profession, police, state government departments, other organisations and court users and represent the Court at meetings and on committees, as required.
- Provide high level, complex, appropriate and authoritative advice on all matters coming within the Court's jurisdictions to key stakeholders including the judiciary, legal profession and the public.
- Work with and support the Senior Registrar to develop, evaluate and implement new policies and procedures that enhance the Court's operations and assist in achieving its strategic objectives.
- Provide authoritative briefs and technical reports on complex issues.
- Represent the Court at forums and on committees, reference groups and working parties.
- Make and keep accurate and complete records of your work activities in accordance with legislative requirements and Court Services Victoria's records, information security and privacy requirements.
- As a Registrar of the ChCV, perform all legal, administrative and quasijudicial functions relating to the day-to-day operations of the Court registry, as required.
