WHO ARE WE

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities.  We support them to understand their risk and the relevance of taking action before, during and after emergency events.

As the control agency for flood, storm, tsunami, earthquake and landslide emergency, we take the lead in the preparation and response for those hazards. Under the coordination of Emergency Management Victoria (EMV), VICSES works within the broader emergency management sector, wherein all agencies and services work as one to ensure the safety of the state.

POSITION SUMMARY

The primary purpose of this role is to coordinate and provide level 1 technical expertise relating to operational communications devices and ancillary equipment as it relates to installations, preventative maintenance, break/fix repair and communications planning advice to VICSES Members and multi-agency Incident Management Teams across Victoria.

This role will ensure that timely services relating to VICSES' operational communication systems are deployed and maintained to support state-wide emergency response operations.

ACCOUNTABILITIES (INCLUDE)

Support the Manager Operational Communications by providing initial troubleshooting for volunteers and staff within business hours for all operational communications and low-voltage systems issues for all fixed and portable operational communication assets.

Maintenance and configuration management of MDS (Managed Device Service) devices, equipment purchasing, equipment failure trends, and equipment fault returns including radios, satellite phones and EAS pagers.

Lead the initial triage, discussing communication contingencies and being the primary process coordinator for the Operational Communications Service Delivery

Lead the coordination of repairs and site location visits with Operational Communications Technical Officers and approved third party contractors to ensure SLAs and KPIs are met within targets and expectations

Manage the dispatch, recording, tracking, monitoring and reporting of  all operational communications devices and ancillary equipment between VICSES locations and suppliers, actively engaging with  volunteer and regional management teams  to provide solutions whilst repairs and replacements are undertaken.

Monitor and track returned stock to managed device provider, ensuring responses are met within targets and expectations, reporting information to the Manager Operational Communications and the VICSES Contract Manager.

Develop and maintain databases including but not limited to VRN ID allocation plan, radio fleet-map, managed device codeplug, MDS assets, EAS outage impacts and smart numbers
