About ESV

Energy Safe Victoria (ESV) is the leading Victorian Government Statutory Authority responsible for the safety and technical regulation of electricity, gas and pipelines for all Victorians. Within the Gas and Pipeline Safety and Technical Regulation division, a rare opportunity has evolved for a self-driven Investigations Officer.

About the role

Reporting to the Manager Gas Operations and working closely with the Gas Inspectors, this role requires a professional performer, with previous experience in a compliance or enforcement role involving conducting investigations.

 Key responsibilities include

  • Undertake inspections and investigations of matters that relate to alleged breaches of Gas Safety Act and the subordinate regulations by conducting interviews, gathering evidence, preparing detailed reports, and providing options for enforcement or making recommendations.
  • Prepare high quality reports, briefs of evidence and recommendations for inquiry and/or prosecution, prepare related reports and prosecution briefs and act as the informant for alleged breaches of the legislation, in relation to inspections and audits.
  • Appear in Court and Disciplinary Hearings, Tribunals to give evidence in legal proceedings initiated by ESV, or act as a witness in Civil Matters.
  • To investigate gas accidents, prepare reports and attend the Coroners Court when appropriate.
  • To provide information and advice to the general public, community groups and gas industry with regard to Gas Installation Standards and other matters related to gas safety.
  • To prepare and conduct information sessions effectively for organisations such as TAFE Institutes, Registered Training Organisations, Gas Distribution Companies, Retail Gas Businesses, and other Industry Stakeholders.

To be considered for this role

The ideal candidate will have experience in conducting interviews, carrying out research and formal reviews, and preparing succinct reports and/or briefs of evidence, and experience in participating in court proceedings. Furthermore; you will have excellent written and verbal communication skills along with a strong focus on delivering excellent customer service, with the ability to build and maintain strong relationships with a variety of stakeholders. With your experience in delivering negotiations, you are decisive and flexible in maintaining impartiality, objectivity and professionalism in taking strong ethical stands to project against conflict of interest.

Knowledge of gas supply network, gas installations, appliances and control systems will be highly regarded.
