Position Details

Energy Safe Victoria (ESV) is the leading Victorian Government Statutory Authority responsible for the safety and technical regulation of electricity, gas and pipelines for all Victorians. Within the Data and Analytics section of the Electrical Safety and Technical Regulation (ESTR) division, an opportunity has developed for an experienced Senior Data Scientist.

About the role:

Reporting to the Team Leader, Data and Analytics, the Senior Data Scientist will be responsible for data and analytical support to deliver regulatory targeting, assurance, performance monitoring and reporting functions.

Additional key responsibilities include:

  • Provide guidance and advice to internal and external stakeholders on all data and analytics related aspects in the development, implementation and management of regulatory compliance programs.
  • Ensure that necessary data is collected to be able to analyse and demonstrate via lead and lag indicators the level of achievement of desired outcomes
  • Use data to provide support to operational decision making as to where to allocate field resources and which compliance approach to apply.
  • Develop and utilise analytical approaches to measure effectiveness of specific regulatory activities and their safety outcomes impact.
  • Develop and implement statistical and predictive modelling concepts to support regulatory targeting, assurance and performance monitoring as necessary.
  • Document and map the interactions between business processes and data to inform functional and interface specifications, developed by Business Analysts.
  • Provide input and contribute to the development and implementation of ESV data governance framework and its processes.

To be considered for this role:

You will have tertiary qualifications tertiary qualification in a quantitative discipline e.g. Economics, Statistics, Mathematics, Computer Science, Engineering and have extensive experience in conducting advanced level statistical analysis and modelling.

Furthermore, to be successful in this role, you will have:

  • Expert knowledge of data interpretation and visualisation tools like Tableau/D3.js/Power BI and able to conduct various spatial analyses using ArcGIS
  • Outstanding communication and stakeholder management skills, demonstrating the ability to explain complex technical solutions to a non-technical audience
  • Ability to operate independently, self-motivated, manage and prioritise their own complex workload, as well as ability to work effectively as part of a small team of data professionals
  • Demonstrated commitment to excellence in customer service

It would be advantageous if you have:

  • Data extraction and integration skills using SQL and FME
  • Good knowledge of scripting using Python/R
  • Understanding and experience of how risk management is factored into business decision making
