WHO ARE WE:

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities.  We support them to understand their risk and the relevance of taking action before, during and after emergency events.

POSITION SUMMARY

The Program Evaluation advisor will focus on designing and implementing monitoring and evaluation strategies, systems and frameworks for the Community Resilience Strategy that meet the agency's needs to develop and document results and learning in a systematic and effective manner.  The role will ensure that VICSES build an evidence base to support our program design with a particular focus on community resilience initiatives.

ACCOUNTABILITIES

Responsible for developing and supporting monitoring and evaluation tools and practices for the VICSES Community Resilience Strategy.

Develop and implement capacity building plans support tools that strengthen staff and volunteer understanding and use of monitoring and evaluation tools and frameworks to ensure consistent and quality capture and reporting.

Provide specialist support and expertise with a  particular focus on metrics for meeting the VICSES Community Resilience Strategy objectives.

Manage research projects to improve VICSES knowledge regarding community resilience to inform VICSES community resilience programs and campaigns.

Review the analysis of existing research, learnings and outcomes and  identify challenges and opportunities to further improve VICSES knowledge while developing reporting structures, to communicate findings to stakeholders and make recommendations for action.

Develop and manage collaborations with other organisations to assist in the evaluation and monitoring of VICSES community resilience programs and campaigns, building opportunities for further collaboration with key stakeholders, in an all agencies all hazards context.

Increase the reputation and image of VICSES as a professional emergency service organisation by developing strong internal and external relationships with stakeholders, and managing stakeholder expectations including staff and volunteers.

This position participates in the State Media Duty Officer (SMDO) roster. This roster is shared across the directorate and requires the SMDO to be on standby. During this time the SMDO is required to respond to media calls from 6am -10pm daily.

This role may be required to provide support during emergency operations.
