Project Officer Leadership Capability Framework Implementation

This role is tasked with providing project coordination for the implementation of a leadership capability framework and associated guidelines, tools and learning strategies for staff and volunteers. Predominantly the guidelines and tools will take advantage of digital platforms to provide broad access to members. This role reports to the Manager Learning and Development and works with the Learning and Development team, People and Development team, Media and Communications team and State Operations to ensure leadership capability development guidelines and tools align to the VICSES values and support activities across the life cycle of all members. This role may involve some evening and weekend work.

WHO ARE WE

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events. As the control agency for flood, storm, tsunami, earthquake and landslide emergency, we take the lead in the preparation and response for those hazards. Under the coordination of Emergency Management Victoria (EMV), VICSES works within the broader emergency management sector, wherein all agencies and services work as one to ensure the safety of the state. As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Metropolitan Fire Brigade (MFB), Parks Victoria and the Department of Environment, Land, Water and Planning (DELWP) during major bushfire and emergency incidents. We also work closely with key partners and municipal councils throughout Victoria to develop and improve their emergency management plans in relation to the performance and exercise of their duties and responsibilities under the Emergency Management Acts 1986 and 2013. ACCOUNTABILITIES

Enhance VICSES ability to build its reputation as a leading emergency service provider by applying the VICSES project management methodology to the development and implementation of leadership capability development guidelines and tools. Liaise with other teams and business units to ensure leadership capability development guidelines and tools are integrated into other business unit work plans or business as usual processes. 3 Engage with management and relevant stakeholders during the development and implementation phase to develop operational communication strategies and keep members informed about the application of the leadership capability framework. Support VICSES ability to meet its strategic objectives by researching current processes and existing tools and identify gaps and make recommendations on innovative solutions and recommendations for action. Influence change in leadership behaviour at VICSES by leading the promotion and release of the tools while working collaboratively with all other business units to maximise operational use by all members. Prepare management reports on the implementation of the leadership capability framework and measurement of change in leadership behaviours.
