About the Role:

Join the Building & Plumbing Commission (BPC) as a Team Leader – Statutory and Regulatory Referrals in the Building Compliance division. Reporting to the Manager – Building Compliance, this permanent ongoing role leads the Statutory Referrals, Terminations, and Detached Permit functions, ensuring these statutory processes are delivered in line with legislation and business rules. You'll manage a team of compliance officers, oversee complex cases, and drive process improvements that strengthen the regulatory system and deliver better outcomes for consumers.

Responsibilities Include:

  • Lead and develop Building Compliance Officers across statutory functions.
  • Manage statutory referrals under the Building Act, including complex case management.
  • Oversee termination requests and detached permit cases, ensuring compliance with legislation.
  • Handle sensitive, high-profile matters in collaboration with other departments.
  • Prepare briefs, reports, and regulatory correspondence for internal and external stakeholders.
  • Drive process improvements and implement reforms to mitigate future detached permits.
  • Maintain up-to-date knowledge of building legislation and share technical expertise.
  • Foster a culture of continuous improvement and innovation.

 

What we are looking for

  • Strong knowledge of the Building Act and Regulations, with experience applying legislation in practical scenarios.
  • Proven leadership skills to motivate and develop teams and translate strategy into actionable plans.
  • Excellent written communication skills for preparing clear, concise briefs and reports.
  • Strong interpersonal skills to build trust and achieve positive outcomes.
  • Ability to influence and negotiate effectively with stakeholders.
  • Sound planning and organising skills to manage priorities and deliver results.
  • Personal qualities including relationship building, decisiveness, integrity, and analytical thinking.
  • Qualifications: Tertiary qualifications or professional registration in Building Surveying (highly desirable), plus extensive experience in building enforcement.

About the BPC

The Building & Plumbing Commission (BPC) is Victoria's new regulator for building and plumbing.

It brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA) into one organisation.

Key functions related to building and plumbing regulation will come together under one roof, including registration, inspection and compliance, practitioner discipline, dispute resolution, and domestic building insurance. These services will now part of the BPC and will be fully integrated over the next 12 months.
