About the Role: 

The Engineer (Gas and Pipelines) reports to the Transmission Approvals Manager and will deliver compliance services to regulated energy entities, gas and pipeline trades, small business, government partners and the Victorian community. The Engineer (Gas and Pipelines) role aims to deliver consistent, efficient, and effective services playing an important regulatory role in keeping the Victorian community safe. 

The Engineer (Gas and Pipelines) will draw on industry insights on safety trends and engage and build strong relationships with key stakeholders in the industries to inform and implement Energy Safe Victoria's Regulatory Operations strategy. This role will work in close collaboration with peers across Divisions ensuring we leverage of each other's technical expertise ensuring integration with broader strategic goals and uplifting the way we work.  

The role will work within a fast-paced, high-performance culture working closely with all teams and leaders as well as lead and support projects and initiatives to proactively anticipate, influence and inform Energy Safe Victoria's Regulatory Operations strategy.

You will contribute by:

  • Assess safety cases and safety management plans to ensure they meet obligations under Gas Safety Act 1997, Pipeline Act 2005, relevant legislations and in accordance with Energy Safe requirements.
  • Review the suitability of Formal Safety Assessments/Safety Management Studies for the gas and non-gas pipelines to ensure that potential hazards and risks have been identified, adequately assessed and mitigated to as far as practicable.
  • Review the construction safety management plans, pipeline integrity management plans, repair plans and operational integrity assessments i.e. intelligent pig reports, fitness for service and dig-up assessment reports.
  • Review the safety incident reports, quarterly and annual reports, and liaise with the gas companies in order to follow up on the remedial actions.
  • Lead and/or participate in technical/system assurance audits and prepares formal reports of findings and provides feedback. Addresses non-compliances, resolves issues with management and recommends changes in practices to meet legislative requirements.
  • Monitor compliance to accepted safety case and liaise with licensees and relevant stakeholders to ensure the ongoing satisfaction of legislated requirements.
  • Provide assistance to Senior Engineers and Manager regarding breaches of technical compliance as specified by relevant Australian and International Standards, industry codes and best practice.
  • Assist in specialist regulatory tasks including the conduct of investigative audit tasks that contribute towards the improvement of regulatory compliance.
  • Provide support in investigations and carry out enquiries in accordance with policy as required.
  • Respond to complaints received by Energy Safe in relation to potential breaches of the Act, regulations, and standards.
  • Other relevant duties as required.
  • Tertiary qualification in Engineering

To be successful, you'll have: 

  • Relevant experience of more than 4 years in the gas and pipeline industry.
  • Excellent knowledge of the legislation, regulations, standards, particularly AS2885, AS4645, Gas Safety Act, Pipelines Act, codes and practices related to safety management systems and risk management practices.
  • Strong verbal and written communication skills, and ability to prepare formal reports.
  • Highly developed conceptual and analytical skills and ability to interpret and apply relevant safety standards in accordance with applicable legislation, regulations, and standards.
  • Well-developed interpersonal skills and ability to work cohesively with all internal and external stakeholders to achieve positive regulatory outcomes.
  • Well-developed analytical and problem-solving skills, and decision making to resolve issues relating to safety.
  • High level and broad ranged technical ability to negotiate complex issues.
  • Strong organisational and planning skills and ability to work with limited supervision.
  • Previous regulatory experience (Desired)
