Who we are

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.

Role Summary

This position is responsible for providing high level advice, education, training and assistance to local governments, other organisations and the community in the development, preparation, review and exercising of emergency management arrangements to ensure VICSES meets its legislative requirements under the Emergency Management Act 1986.

This role will actively perform the Regional Duty Officer function, undertaking operational command, control and coordination functions during specific local, regional and/or state wide operations ensuring the appropriate advice, support and allocation of resources for emergency response is available to staff and volunteers.

Accountabilities

Ensure VICSES meets its legislative requirements by enhancing the ability of municipal councils to provide safer communities by assisting in the development of Municipal Emergency Management Plans (MEMP). This will include assistance in incorporating a risk management approach to emergency management planning and ensuring the planning meets VICSES' robust auditing framework including analysing performance activities and providing gap analysis feedback to VICSES and the MEMP Committee.

Support VICSES' strategy of building community resilience and the ability to meet legislative requirements as an Emergency Management Agency by providing sound advice and assistance to Regional Emergency Response Committees

Support the Manager Regional Emergency Management by contributing to the development and continuous improvement of operational readiness plans, participate in the Regional duty roster and perform operational command and control functions.

Enhance VICSES operational readiness by supporting the Regional Manager in conducting Unit inspections and audits to ensure compliance to VICSES OHS policies and procedures and assist with conducting investigations into volunteer grievances in a timely and professional manner. 

Raise the knowledge and awareness in Local Government and other organisations through the effective delivery of Emergency Management courses.

Be capable of delivering high quality advice to Councils, Government agencies and NGO's and be able to effectively negotiate high level outcomes for VICSES, whilst representing and growing strategic networks.
