This role will implement competency based training and assessment programs, provide support and coaching to volunteer trainers/assessors, monitor the performance of contracted training providers and maintain volunteer training and assessment records to meet VICSES RTO compliance and VICSES WHS standards. This role will work after hours and weekends on a roster system.

Position Details


Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.
As the control agency for flood, storm, tsunami, earthquake and landslide emergency, we take the lead in the preparation and response for those hazards. Under the coordination of Emergency Management Victoria (EMV), VICSES works within the broader emergency management sector, wherein all agencies and services work as one to ensure the safety of the state.
As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Metropolitan Fire Brigade (MFB), Parks Victoria and the Department of Environment, Land, Water and Planning (DELWP) during major bushfire and emergency incidents.
We also work closely with key partners and municipal councils throughout Victoria to develop and improve their emergency management plans in relation to the performance and exercise of their duties and responsibilities under the Emergency Management Acts 1986 and 2013.

Ensure VICSES maintains a standard of best practice by coordinating and applying contemporary vocational and education training and assessment strategies for the implementation, delivery and administration of competency based training programs to ensure volunteers are fully equipped for operational readiness within the Region.  Monitor and develop plans to eliminate gaps in ERAS as applied to the Units and Regional deployment needs.

Contribute to the Region's ability to provide an appropriate response capacity by providing advice on training including supporting the Unit Training Officers in developing the annual Unit Training plan, coaching and advising all Volunteer Trainers and Assessors, by auditing and reporting on the Unit's training delivery at a minimum bi-annually, using the VICSES standards and training assessment process.

Enhance the Region's professional service delivery standards by participating in the planning for and management of operational activities, including the provision of response and command duties by participating on a rotating roster as Duty Officer, responding to media requests, monitoring and updating the incidents within OIMS, this includes after hours and weekend rosters.

Contribute to the strategic directions of VICSES by participating in the preparation and monitoring of the Regional Training calendar, undertaking training needs analysis and participating in the planning, preparation and implementation of the Regional training calendar including facilitation, delivery and monitoring as required, reviewing competency based training programs, including moderation activities, quality assurance, validation of assessment materials, and identification of trends, issues and benefits.

Enhance VICSES operational readiness by supporting the Region in conducting Unit inspections and audits ensuring they are conducted according to the planned rotations each year and any remedial actions are clearly planned and addressed in the Regional Training plan.

Ensure as subject matter expert (SME) you provide recommendations on course content when it is up for review, this includes providing comprehensive and timely feedback when required to the Learning and Development business unit.
