Governance, Risk and Projects Officer

The role of the Governance, Risk and Projects Officer is to actively drive and manage the corporate risk management program including insurance and business continuity, as well as supporting the Manager Projects, Planning and Risk in maintaining the VICSES Project Management Framework (PMF) and Investment Management Committee Framework (IMCF). This role is also responsible for SES governance requirements including coordination of corporate planning, management of grant programs, project management and reporting, coordination of corporate external reporting and internal and external audit.

About the SES
Victoria State Emergency Service (SES) is the control agency during emergency response to flood, severe storm, earthquake, tsunami and landslide in Victoria, and is the largest provider of road rescue in the state. The Role:

Manage the corporate risk management program including insurance and business continuity, as well as supporting the Manager Projects, Planning and Risk in maintaining the VICSES Project Management Framework (PMF) and Investment Management Committee Framework (IMCF).

This position is based at the VICSES Head Office, located at 168 Sturt Street, Southbank, VIC, 3006.

Your accountabilities will include but are not limited to:

Develop, deliver and maintain the corporate risk management framework (including business continuity and insurance) policies and procedures

Initiate and maintain effective relationships with internal and external stakeholders and provide high level technical risk management advice to business units, senior managers and the Executive team

Ensure SES meets its legislative requirements and maintains business continuity during a disruption by managing the maintenance and updating of business continuity and disaster recovery plans.

Coordinate SES' insurance arrangements including provision of advice and reporting and liaison with SES's insurers VMIA and Lumley.

Manage and administer SES volunteer unit grant programs (such as VESEP, ESVS), including program design, approval, implementation, reconciliation and acquittal functions

Ensure SES meets it external reporting requirements by liaising with key stakeholders and coordinating reports for ERSC-funded programs, service delivery outputs, standards, grant reports and audits and other regulatory requirements.

You will have:

  • Demonstrated understanding of risk and business continuity management and ability to use appropriate risk and business continuity management techniques, disciplines and methodologies
  • Demonstrated high level oral and written communication skills and interpersonal skills.
  • Demonstrated understanding of project management and ability to use appropriate project techniques, disciplines and methodologies
  • Demonstrated understanding of financial management including program and project financial reporting and budgeting.
  • Ability to work independently and manage multiple competing projects, priorities and tasks
