The opportunity  
The primary focus of this position is to manage and process complex requests for access to documents under the Freedom of Information Act 1982 (Vic) (FOI Act). This may also include assisting the Senior Policy Specialist (IRAP) in the management of interactions with the Office of the Victorian Information Commissioner (OVIC) and assisting in the management of any subsequent litigation relevant to the administration of FOI requests. You will also be required to display leadership in providing FOI awareness training and guidance, providing expert advice to key internal and external stakeholders, and continuously reviewing and improving the delivery of FOI services.

Reporting to the Senior Policy Specialist (IRAP), you will be responsible for:

  • Managing and processing complex requests for access under the FOI Act.
  • Mentoring a team of a team of professionals for the provision of FOI and related information management functions.
  • Providing authoritative advice on complex FOI matters to internal stakeholders.
  • Prepare documentation and manage interactions with internal and external legal advisers, OVIC and VCAT in the review of FOI decisions or the examination of complaints.
  • Maintaining the SRO's compliance with Part II of the FOI Act.
  • Maintaining FOI files and reporting systems, preparing internal and external reports as required.
  • Preparing and maintaining up-to-date FOI procedures and FOI training materials.
  • Promoting corporate FOI-awareness.
  • Fostering strong collaborative relationships with applicants, SRO employees at all levels, and external stakeholders. 


Who are we looking for
To be successful in this role, you will have:

  • The ability to independently triage, manage and process complex requests for access to documents in accordance with the FOI Act and the Professional Standards.
  • Expertise in the interpretation and application of the law in a complex legal, commercial and political environment, including the ability to develop expertise in the Victorian tax administration framework.
  • High-level administrative, organisational and time management skills, with a proven ability to manage priorities to meet tight statutory deadlines and to work independently and in a team. 
  • High-level conceptual, analytical, innovation and problem-solving skills to independently resolve complex problems with a high level of personal initiative, integrity and accountability.
  • High level negotiation, consultation, verbal, written and interpersonal communication skills, with the proven ability to prepare clear, succinct and accurate correspondence and reports.
