Senior Regulatory Officer

This is a fixed term (12-months) role.

The Social Services Regulator is committed to strengthening protections and rights of vulnerable Victorians accessing social services.
The Social Services Regulator is a statutory authority that was established under the Social Services Regulations Act 2021 (the Act). The Act gives effect to a comprehensive new regulatory scheme that aims to keep Victoria’s social service users safe from harms such as abuse and neglect.
The purpose of the scheme is to:
• support the safe delivery of social services
• embed a new set of Social Service standards for all service providers
• ensure service providers understand their role in protecting the rights of social service users
• define roles and responsibilities of service providers
• give the Regulator monitoring and enforcement powers to respond to risks of harm
• improve information sharing between regulators so they can identify and respond to risks of harm
• replace the framework previously overseen by the Human Services Regulator.

The scheme applies to prescribed services set out in the Social Services Regulations 2023 (Regulations). They include:
• Child protection services
• Community based child and family services
• Disability services
• Family violence services
• Homelessness services
• Out of home care services
• Secure welfare services
• Sexual assault services
• Supported residential services.

Position Details

THE ROLE

Working in the State-wide Regulatory, Compliance and Enforcement Team, this role is responsible for a range of regulatory responsibilities, including ensuring regulated entities' compliance with legislative and regulatory requirements. Being a senior role, it requires leadership by example and support to regulatory officers to enable the utilisation of the full suite of regulatory tools available to monitor compliance and respond to non-compliance, from the provision of authoritative regulatory advice to forensic investigation and enforcement activities.

This role is expected to have expertise in understanding and applying principles of risk-based regulation to the regulatory activities for which the team is responsible.

ACCOUNTABILITIES INCLUDE

  • Provide support and guidance to regulatory officers who lead complex, sensitive inspections and investigations of regulated entities, including peer review and building/maintaining officer capability.
  • Where necessary, lead complex, sensitive investigations of regulated entities (both proactive and responsive), negotiate resolution and – where necessary – prepare and present evidence to inform regulatory action.
  • Provide advice and guidance to regulated entities on behalf of the Regulator in complex matters to support their compliance with regulatory responsibilities.
  • Provide advice, recommendations and innovative program options and solutions to the Team Leaders and Management to support continuous improvement of the unit's regulatory approach.
  • Develop options and implement projects to address specific industry or sector issues to support the desired outcomes of regulatory activity.
  • Record high quality data from compliance and investigation activities in relevant systems, according to exhibit management principles (including evidence requirements, investigation approvals and authorities).
  • Collect, analyse, manage and communicate data and intelligence as inputs to regulatory compliance and enforcement, and apply a range of quantitative and qualitative analytical techniques and tools and communicate outputs.
  • Where required, participate in regional and State-wide development of information and data collection systems.
  • Apply sound regulatory knowledge in providing advice on implications of complex regulatory matters.
  • Liaise with and refer relevant matters to coregulators and other agencies as required.
  • Prepare and present detailed, comprehensive reports and briefings on operational policy / program issues, options and ad hoc reports and correspondence.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
