Who we are

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.

Role Summary

To support Unit Controllers with administering their Units by provide advice and direct support to Units with grant applications, human resource strategies for volunteer members and logistical tasks required by VICSES to maintain Unit operational readiness. 


Enhance the Unit Controllers ability to effectively manage their VICSES Unit by assisting them in the implementation of better management practices developed through the Volunteer Support Team Leader and subject matter experts based at the Victorian Headquarters.

Identify best practice administrative models at the Unit level and provide recommendations to the Volunteer Support Team Leader for evaluation, development and implementation across VICSES Units where relevant.

Enhance the financial viability of the Units by working with the Policy and Projects Officer to identify appropriate grants including VESEPs, support the Unit Controller or delegate in the preparation of submissions, and provide management support in the delivery and reporting of any projects with Unit level funding.

Support VICSES in achieving a high standard in building enhancements, vehicle replacements and equipment purchases by acting as a liaison with the Assets & Infrastructure business unit for advice and support as to the appropriate standard or process required. 

Support VICSES strategic goal of a sustainable volunteer workforce by monitoring the health and wellbeing of VICSES Units, and providing support in recruitment, retention and recognition of members.  This includes supporting the Unit Controller in developing award nominations to appropriately recognise volunteer members.

Support the operational readiness of designated VICSES Units by ensuring that any shortfalls identified through the audit processes (e.g. equipment issue, maintenance, testing and tagging of electrical equipment) are addressed within specified timelines and the parameters of VICSES policies.

Enhance operational capabilities of VICSES Units by assisting in the ordering and distribution of PPC&E and the supply of consumables post operations.  This includes monitoring gaps in service delivery, following up with suppliers and keeping VICSES Units informed regarding the status of delivery and maintaining the store supplies in the Regional Headquarters.
