Position Details

VCAT is committed to providing a modern, responsive and efficient tribunal service that meets the needs of all Victorians. VCAT commenced the establishment of a Project Management Office (PMO) to guide and support the delivery of projects and initiatives identified in VCAT's strategic plan. These include the new Access to Justice initiatives incorporating the Customer Service Improvement program and expansion of Alternative Dispute Resolution in Civil list, the digital strategy incorporating a number of IT and change management initiatives, the roll-out of the Koori Inclusion Action Plan and the Accessibility Plan, as well as the involvement in a range of new capital projects initiated by Court Services Victoria (CSV).

The Project Management Office (PMO) is the information hub for projects and programs providing tracking/reporting, assurance/quality control, information management, risk/issue tracking, change control, and knowledge management support. The PMO will maintain standards for project management. The PMO's aim is to provide project management support functions and administrative support to project managers including the establishment of project management processes and project controls, application of relevant project management tools and systems, the coordination and management of project information, and providing reports for review and decision making.

Reporting to the Director, Corporate Services, the PMO Manager will lead the VCAT program and project schedule of works, providing a centralised approach to improving overall project efficiency by introducing and managing repeatable processes. The role serves as a conduit for communication between project managers and the executive management group who make the strategic decisions for those projects. The role will provide leadership and coordination to support key project management activities and will add value by ensuring delivered projects meet specifications and quality standards and get completed in a timely manner.

The PMO Manager responsibility includes the application of the CSV Project Management Excellence (PME) framework and the implementation of the Project Reporting System (PRS) to ensure that the projects are well scoped, planned, managed and delivered within the identified controls and timeframes. This includes operational reporting, risk and issue tracking, quality control, project budget and cost management, and benefits tracking.

The role includes liaison with Court Services Victoria (CSV) to ensure that the VCAT project management framework is aligned with the CSV's recommended approach and best practice.
