Position Details

Who are we?

Victoria State Emergency Service (VICSES) is a volunteer based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.

As the control agency for flood, storm, tsunami, earthquake and landslide emergency, we take the lead in the preparation and response for those hazards. Under the coordination of Emergency Management Victoria (EMV), VICSES works within the broader emergency management sector, wherein all agencies and services work as one to ensure the safety of the state.
As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Metropolitan Fire Brigade (MFB), Parks Victoria and the Department of Environment, Land, Water and Planning (DELWP) during major bushfire and emergency incidents.

We also work closely with key partners and municipal councils throughout Victoria to develop and improve their emergency management plans in relation to the performance and exercise of their duties and responsibilities under the Emergency Management Acts 1986 and 2013.

Position summary

The WHS Officer is a flexible role with a focus on delivering on WHS initiatives, under the guidance of WHS Advisors. The role proactively maintains the quality management of the safety management manual (Play Your Part) and coordinates the preparation of reports, documents and meetings. The WHS Officer also provide preliminary research into key WHS risk areas, drafts WHS risk assessments, prepares audits, supports incident investigations, supports WHS software systems and conducts trend analysis across all Wellbeing health and Safety data sources.
This position requires a high level of understanding of business needs and interacts with all levels of VICSES, often being the first point of contact to the WHS team.

 

Organisational context

This position provides comprehensive support to the Wellbeing, Health and Safety (WHS) team as well as staff and volunteers to further embed a strong WHS culture at VICSES. This role requires a flexible and solution focused approach with the ability to balance competing demands and to plan for and deliver specific outcomes within clearly defined time and resource constraints. This role also requires the ability to improve the effectiveness and efficiency of VICSES processes and to find better ways of operating to assist this functional area towards achieving VICSES goals.

Whilst this is a non-operational position, this role may provide support to operational staff during major or declared operations.
