Service Victoria is an Administrative Office attached to the Department of Government Services (DGS). DGS was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government.
About the role
The Senior Program Manager will also be accountable for risk management, performance monitoring, and continuous improvement initiatives.
Responsibilities include program planning and strategy, stakeholder management, leading and motivating the delivery team, managing budgets and resources, risk management, program execution and delivery, change management, performance monitoring and reporting, compliance and governance, continuous improvement and client and vendor management.
The position reports to the Head of Delivery and is a 24 month contract.
Key accountabilities
1. Apply advanced specialist skills to lead and undertake the delivery of Service Victoria's workplan and business cases to improve access to government services.
2. Lead the development of complex business cases, progress them through delivery, intervene when necessary to review the current state and direct adjustments to plans and executions.
3. Exercise independent judgement to develop and deliver contemporary governance, control mechanisms and exception processes for programs and projects to ensure delivery to budget, scope and schedule.
4. Provide guidance on the development of program and project related policies, processes and methodologies required to operate an effective Program Development function that supports Service Victoria's business outcomes, including definition and ensuring adherence to quality management standards and processes.
5. Manage the ongoing development of high-performing program development capability within the delivery function. Work collaboratively on the strategic planning processes by maintaining expert awareness of Service Victoria's strategic commitments and goals.
Key selection criteria
1.Apply advanced specialist skills to effectively set organisational strategy governing the direction and conduct of program management, including application of appropriate methodologies.
2. Apply advanced specialist skills to effectively align the program objectives with business objectives and authorise the selection and planning of all related projects and activities.
3. Provide specialist and highly influential advice on the development and/ or delivery of programs to senior internal and external stakeholders.
4. Apply advanced problem-solving skills to effectively mitigate risks of significant program/project/service delivery to achieve successful business outcomes.
5. Influences and generates the rationale for IT enabled change across Service Victoria and provides significant specialist advice and input into change planning and implementation.
6. Encourage collaborative practices with a diverse range of people for mutually agreeable business outcomes.
Experience and qualifications
1. Bachelor's degree or higher in Information Management, Technology, Business/Commerce or relevant discipline.
2. Extensive relevant work experience in planning and delivering complex IT programs.
