Service Victoria is an Administrative Office attached to the Department of Government Services (DGS). DGS was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government.
About the role
This role performs a critical part in the strategic analysis, planning and management activities within Product, Engineering and Portfolio Delivery. The PMO Analyst is an important part of a high-performing and collaborative Portfolio Delivery team.
This role is a 24 month fixed term contract.
Key accountabilities
1. Develop and implement frameworks methodologies processes and templates to align with Service Victoria's Governance Framework.
2. Apply advanced specialist skills to ensure the ongoing development and up-skilling of all resources in relation to the Governance Framework, including planning, executing and monitoring project activities.
3. Provide guidance and support to project teams on governance and schedule related matters.
4. Develop and maintain master project schedule, integrating all project activities and dependencies.
5. Review program/project documentation including project business cases, status reports and risks and issues registers. Collaborate with project managers and stakeholders to ensure alignment of project schedules with overall project objectives.
6. Monitor and track portfolio progress and identify potential issues or risks. Analyse schedule performance metrics and provide recommendations for schedule optimisation.
7. Facilitate PMO communication and collaboration among project team members.
8. Conduct project performance analysis and reporting to stakeholders.
9. Lead continuous process improvement initiatives within the PMO.
11. Conduct PMO training sessions including Project management fundamentals and methodologies, governance and frameworks, risk management and tools and technologies used in PMO operations.
Key selection criteria
1.Proven skills and experience as a PMO Analyst in a high performing EPMO/PMO.
2. Demonstrated experience in the use of PMO tools (Portfolio, Program Management (PPM), Jira and Confluence).
3. Demonstrated ability to independently manage the prioritisation and workload of a Program Management Office.
4. Demonstrated experience in applying innovative and specialist problem solving skills to resolve key program problems and challenges.
5. Demonstrated ability to take appropriate action to resolve issues where policy, guidelines and precedents are often not available.
6. Ability to work flexibly in a complex and demanding environment with competing and changing priorities.
7. Excellent technical writing ability and high level interpersonal and professional communication skills with an ability to communicate complex topics to people with different levels of technical knowledge.
Experience and qualifications
1. A bachelor's degree in a related field
2. Previous experience in project management or a related role.
3. Certifications in PMP, PRINCE2, Agile Certified Practitioner or SAFe.
4. A solid understanding of project management processes, best practices and industry standards.
