About this role

Expressions of Interest are sought to fill the role of Senior Project Officer in the Recovery Programs Branch of Emergency Recovery Victoria (ERV). This is for a fixed-term period from Monday 6 January 2025 until Friday 31 January 2025 inclusive.

This assignment would be suitable for staff seeking professional development opportunities to expand their skills and experience. As Senior Project Officer you will primarily be responsible for managing the permitting and infrastructure stream within the Modular Housing Program, as well as supporting the Manager of the Residential Rebuild Program. You will work in collaboration with local councils, Recovery Support Providers, DEECA, DTP and ERV colleagues.

KEY ACCOUNTABILITIES

• Lead the delivery and oversight of key Housing Recovery programs (Modular Housing Program, Residential Rebuild) demonstrating effective project management and ensuring that business objectives and targets are met.
• Manage resource allocations, budget, programming, procurement, contract management, risks, project milestones and deliverables, project governance and reporting associated with major programs and projects.
• Lead the effective monitoring and reporting of rebuild progress and modular unit permitting, including communicating complex stages in planning and building processes and different property owner rebuilding contexts.
• Conduct investigations, prepare high quality submissions, reports, briefs and papers, program, and project issues, and identify, evaluate, and critically analyze complex and sensitive issues, providing timely, expert advice to the ERV Executive.
• Program, procure and manage recovery activities related to Residential Rebuilding and the Modular Housing Program, fostering collaborative and mutually supportive relationships with communities, recovery delivery partners and stakeholders across all levels of government, business, and not-for-profit organisations to support community-led recovery, optimize outcomes, alignment, and implementation with a focus on best practice.
• Address and manage concerns affecting local and regional recovery program outcomes and enable evidence-based decision making, identifying gaps in programs and responsibilities, and developing logical, practical, and well-balanced solutions.
• Represent ERV on relevant recovery working groups and other relevant forums at both a local and regional level.
• Foster collaborative and mutually supportive relationships with all members of the Recovery Program Division to optimize engagement, consultation, negotiation and facilitation of outcomes, alignment, and implementation.
• As a member of the ERV team, contribute to the overall strategy and direction of the organization, the delivery of priorities, and to building a high performing workforce that is safety and wellbeing focused, service-orientated, collaborative, innovative, professional, and engaged.
• Provide authoritative advice to senior management
