Emergency Recovery Victoria (ERV) is the state's permanent recovery leader, coordinator, serviceprovider and problem-solver following all kinds of emergencies, dedicated to helping communities build back better and emerge stronger.
- This position sits within the Emergency Recovery Victoria's State Recovery Operations and Coordination Team, Strategy and Policy branch.
- It supports the Assurance, Evaluation and Continuous Team, reporting to the Manager and working alongside a VPS5 and VPS4.
About this role
The role of a Senior Adviser, Research and Evaluation:
- The Senior Adviser, Research and Evaluation develops, project manages and/or implements monitoring and evaluation of recovery programs and services.
- The role is responsible for building monitoring and evaluation capacity and capability by providing expert advice, guidance, advocacy and education in program evaluation.
- The role also coordinates research activities and ensures findings are translated and accessible to facilitate evidence informed policy and decision making
This provides a unique opportunity to engage across government to establish two core enablers that will support the successful delivery and coordinator of recovery.
Key accountabilities
You will lead a program of work that informs how departments measure recovery outcomes and progress, and create a consistent approach for how each recovery program is designed and evaluated.
- Priority 1: Redesigning the Victorian Government Recovery Outcomes Framework
- Applying project management practices to deliver a structured and coordinated work program
- Leading engagement with department representatives in the development of outcomes, indicators and measures
- Providing subject matter expertise and advice to departments on outcomes framework thinking
- Drafting outcomes statements based on department inputs
- Facilitating workshops across departments to capture indicator information
- Drafting briefing papers, presentations and speaking notes for ERV's executive and recovery governance groups
- Coordinating input from across ERV, including Recovery Outcomes Branch
- Priority 2: Updating ERV's Program Design, Monitoring and Evaluation (PDME) model to be available for all departments delivering on recovery programs
- Reviewing the PDME model and updating content to be department- agnostic
- Creating supplementary tools and template based on ERV resources (or establishing new)
- Drafting briefing papers, presentations and speaking notes for ERV's executive and recovery governance groups
