About the role:
Reporting to the ICT Portfolio Manager within the Strategy and Design Unit, the Portfolio Analyst, with a very strong focus in Enterprise PMOs, will manage the development and ongoing administration of the department's ICT planning and investment process, ensuring that the IT project portfolio is aligned appropriately to the department's strategic direction.
The Strategy and Design Unit leads the development of the Information and Communications Technology (ICT) Project Portfolio, valued at $130 million in financial year 2022/23. These projects are crucial to the modernisation of Health and Human Services in Victoria.

About you:
We are looking for someone who can:
- Drive key financial year activities including the development and reporting of the annual ICT portfolio and midyear review. Including a proposed budget for each initiative.
- Support the annual investment budget prioritisation process from inception through approval by senior leadership to allocation of funds, including co-ordination of internal and external funding requests.
- Collaborate with senior business leadership to ensure the prioritisation framework reflects the strategic business drivers and goals so as to align the ICT project portfolio with the department's strategic priorities.
- Proactively engage with the leadership team, department directors, project teams, business sponsors and other colleagues to inform the investment planning process and share insights emerging from the portfolio.
- Monitor overall portfolio performance against plan to proactively identify and communicate emerging portfolio level risks, issues or non-compliance with executive governance and engage relevant stakeholders to investigate and remediate.
- Develop and maintain communications and reporting around the IT project portfolios, pro-actively managing data completeness and quality to ensure the integrity of delivered products.
Qualifications / Specialist Expertise
- A tertiary qualification in ICT management, and formal qualification in Project Management would be highly advantageous.
- Minimum of 10 years' experience in ICT Portfolio Planning Process, Enterprise PMO's and project portfolio management tools.
- Strong ICT project portfolio financial acumen with experience in managing project budget assignments and expenditure reconciliation in a complex environment.
- Experience in an ICT project delivery environment and demonstrated understanding of multiple project methodologies including Prince2 and Agile would be highly advantageous.
- Experience with using PowerBI and spreadsheets to extract, organise, analyse and present data in an easily understood format.
