Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.
Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the ‘Courts Group'.

VCAT
The Victorian Civil and Administrative Tribunal (VCAT) is a justice service that resolves a wide range of disputes for the Victorian community, including renting, planning, and consumer disputes. VCAT is committed to delivering an accessible service for all Victorians and is transforming our digital products and services to make it faster, easier, and more convenient for people to come to the tribunal.
About the Role
VCAT is seeking an accomplished Senior Business Analyst to act as the crucial link between our business stakeholders and technology delivery teams. The role is instrumental in shaping the solutions that drive the Tribunal forward to provide service excellence.
The role requires you to:
- act as the primary liaison, proactively building and maintaining strong relationships, facilitating workshops to build consensus and skilfully negotiate priorities among competing interests to ensure alignment with business objectives
- manage the intake, triage and initial assessment of all incoming change requests and enhancements
- conduct in-depth analysis to elicit, validate and document business and functional requirements, translating needs into clear process maps and workflow diagrams
- own and manage the product backlog, ensuring a transparent, well-understood and prioritised process according to business value, user impact and technical feasibility
- collaborate closely with development and QA teams to clarify requirements and ensure solutions
- utilise product discovery platforms
The role is fixed term until 30 June 2027, with a possibility of extension.
About You
The ideal candidate will have a minimum of 8+ years of experience as a Business Analyst in a complex digital transformation or product development environment. You will also have:
- proven experience working with enterprise-level CRM systems (eg. Microsoft Dynamics 365, Salesforce) including mapping business processes to system functionality
- experience using Atlassian suite and components for product discovery and road mapping, and service request management
- exceptional analytical, conceptual thinking, and problem-solving skills with meticulous attention to detail
- a strong understanding of Agile, DevOps, and ITSM frameworks including backlog grooming, sprint planning and writing effective user stories
- familiarity with Microsoft Power Platform
- demonstrated exceptional communication skills; both written and verbal
Qualifications
- A tertiary qualification in a relevant field is highly desirable
- Certified Business Analysis Professional (CBAP) or equivalent
- Microsoft Certified: Dynamics 365 Functional Consultant Associate or equivalent
