About the role:
The Manager, Knowledge and Capability Development leads the translation of system safety insights into meaningful, practical actions that build capability and improve outcomes across Victoria's health system. Sitting within Safer Care Victoria (SCV), this role plays a central part in ensuring that key learnings from sentinel events, risk monitoring, and sector feedback are not only understood—but embedded into clinical practice and improvement initiatives.
Working at the intersection of system learning and sector capability, the Manager is responsible for synthesising safety insights into system-wide recommendations, fact sheets, and safety alerts that support immediate and long-term improvements in care delivery. This includes monitoring the uptake and impact of recommendations at the health service level, identifying implementation barriers, and supporting the sector to strengthen safety capability.
The role also leads the delivery of education and training programs that build system literacy in safety science, systems thinking, human factors, and incident investigation. Through the development of practical tools, frameworks, and educational modules, the Manager helps embed core safety principles into clinical and operational practice across all levels of the health system.
The Manager works collaboratively across SCV—including with teams responsible for clinical governance, engagement, and analytics—to ensure that knowledge translation and capability-building activities are aligned with strategic system priorities. They also partner with health services, academic bodies, and professional organisations to ensure programs are evidence-informed, accessible, and responsive to the needs of boards, executives, clinicians, and quality leaders.

About you:
- Tertiary qualification in a relevant field such as Health Policy, Public Health, Implementation Science, Health Education, Quality Improvement, Clinical Health (e.g. medicine, nursing, allied health), or a related discipline is required.
- Postgraduate qualification in implementation science, public health, health systems leadership, knowledge translation, health services research, or a related field.
- Additional training or certification in change management, healthcare improvement methodologies (e.g., Lean, Six Sigma, Model for Improvement), clinical governance, safety science, or adult learning principles will be highly regarded.
- Proven experience translating system-level insights, safety data, and best-practice evidence into actionable recommendations and tailored strategies that build sector capability and drive sustainable, evidence-based change
- Demonstrated ability to design, implement, and evaluate learning and capability-building initiatives, including training programs, safety alerts, toolkits, and other educational resources, that support the adoption and integration of safety improvements across diverse health settings.
- Strong understanding of implementation science, knowledge translation, and safety improvement frameworks, with the ability to apply these approaches to system-wide learning and change at the service or sector level.
- Skilled in developing clear, accessible educational materials and communication products (e.g., fact sheets, safety alerts, capability-building resources) that promote understanding and action on safety and quality improvement principles across clinical and non-clinical stakeholders.
- Experience leading or supporting the design and delivery of system-level safety initiatives, monitoring their impact, and supporting the sustained implementation and uptake of safety recommendations.
- Ability to engage and collaborate with diverse stakeholders (e.g., clinicians, health service executives, academic and professional bodies, policymakers, patients, and consumers) to co-design and embed learning and implementation initiatives within the broader health system.
- Experience working with or within health services, safety bodies, or system reform programs, particularly in environments that require high levels of trust, sensitivity, and alignment with sector-specific needs.
