About the role:
The Senior Test Manager plays a pivotal role in ensuring the delivery of high-quality outcomes for the Mental Health and Wellbeing Client Management System (MHWCMS). This critical position is responsible for implementing a comprehensive enterprise application test strategy that supports a cohesive and structured approach across all testing phases. The role ensures that testing activities are aligned with project delivery timelines and quality expectations, enabling robust system performance and user confidence.
The Senior Test Manager will:
- Facilitate, coordinate, and support the definition and execution of all testing cycles, including functional, system, integration, performance, security, accessibility, user acceptance, and production verification testing.
- Develop and manage test schedules across the project lifecycle, ensuring alignment with delivery plans, resource availability, and regression risk mitigation.
- Oversee and monitor test responsibilities outsourced to third-party vendors, including the MHWCMS supplier and specialist providers for performance, failover, and usability compliance, ensuring accountability and quality assurance.

About you:
Can you demonstrate the following?
- Implement an enterprise application test strategy ensuring a cohesive approach to testing all test phases and activities required to meet quality outcomes within the Department of Health's MHWCMS.
- Facilitate, coordinate and support the effective definition and execution of testing cycles including functional, system, integration, performance, security, accessibility, user acceptance and production verification testing.
- Oversee the planning, coordination, and delivery of testing workstreams within broader project timelines.
- Provide leadership across virtual project teams and contribute to continuous improvement in testing practices.
- Ensure testing activities comply with departmental policies, privacy standards, and security protocols.
Qualifications / Specialist Expertise
Qualifications
- A tertiary qualification with a significant ICT component will be highly advantageous to this role
- Certification or formal qualifications in Test Management is desirable.
- A Certified Health Informatician Australasia (CHIA) qualification is desirable but not mandatory.
Specialist Expertise
- Minimum of 10 years ICT testing and analysis experience across enterprise full cycle of test phases, preferably in both infrastructure and application delivery projects.
- Proven track record of managing testing teams and delivering high-quality software products.
- Experience with the use of appropriate testing techniques, methodologies and tools, including risk, issue and defect management.
- Experience in the Victorian Public Health Sector is desirable but not mandatory.
Experience in delivering solutions with complex privacy and security requirements and working with vendors to ensure these are incorporated into the full testing lifecycle.
