About the role:
The Principal Solution Architect is part of the M365 & Platforms Team, which designs and delivers application enhancements, managing production systems and managing incidents and problems using Microsoft cloud services including Microsoft 365, Power Platform and legacy platforms.
The Principal Solution Analyst is responsible for assessing technology platforms and designs application and reporting architecture based on business, functional and non-functional requirements, this includes defining the interaction between application packages, databases and middleware systems in terms of functional and non-functional coverage. The role provides strategic guidance across eHealth projects, offering architectural advice on application and reporting solutions, industry trends, and options analysis to maximise value and efficiency. It also leads and mentor's teams across the Enterprise Technology Branch in disciplines such as application innovation, analytics, and emerging technologies including artificial intelligence, robotic processing automation, cloud services etc, ensuing quality and consistency of application architecture across the department while adhering to enterprise architecture guideline setup across the department and Victorian government.

An experienced and forward-thinking Principal Solution Architect to lead the design and delivery of high-value digital and technology solutions that support Victoria's health system. This senior role provides strategic architectural guidance across complex programs, ensuring technology investments are aligned with departmental priorities, contemporary standards and long-term system needs.
The successful candidate will demonstrate exceptional communication capabilities. You will prepare clear, concise and well-structured briefs, reports and technical documents tailored to diverse audiences, and confidently present ideas to senior stakeholders. You will use feedback to refine your approach, navigate sensitive discussions with professionalism and ensure information is understood and actionable.
Strong policy capability is essential. You will analyse issues across the health and digital landscape, identify emerging trends, and translate system needs into coherent policy and architecture recommendations. You will maintain an active awareness of contemporary challenges and opportunities, communicate viable options and work closely with internal and external partners to guide decision-making.
Your problem-solving skills will enable you to gather and interpret complex information, view issues from multiple angles and propose practical, evidence-based solutions. You will support teams to implement initiatives, monitor outcomes and adjust approaches to achieve the best results for the Victorian health system.
A systems-thinking mindset is critical. You will understand how organisational, technological and community factors interact, diagnose risks and opportunities, and design solutions that work cohesively within broader system environments. Your ability to conceptualise and communicate these relationships will be central to shaping sustainable and effective digital architectures.

Mandatory
- A relevant IT related degree or qualification will be highly advantageous to this role.
- Certification in PRINCE 2 or other project management methodology is highly desirable.
- Certification in ITIL methodology highly desirable.
- Agile project experience will be advantageous.
- Extensive experience as a Solution Architect within a medium to large government or commercial organisations.
- Proven expertise in software design patterns, development standards, and application frameworks.
Extensive experience configuring, developing and administering solutions across the Microsoft 365 suite, including Exchange, SharePoint Online, Teams, Copilot and Power Automate. Strong capability in the Microsoft Power Platform, with hands-on experience delivering solutions using Power BI, SharePoint, Canvas and Portal Apps, Power Automate, Model-Driven Apps, Dataverse, and Copilot Studio with Agents.
Skilled in working with Microsoft Azure cloud services, particularly Azure PaaS components such as Web, API and Function Apps, and Azure SQL Database. Experienced in business intelligence and data visualisation using Power BI and similar reporting tools.
Additional strengths include configuration and solution development using major SaaS CRM and service management platforms such as Microsoft Dynamics, Salesforce, Siebel and ServiceNow. Background working with legacy technologies including Lotus Notes, Domino, IBM Forms, Delphi, Visual Basic, VB Script and Microsoft Access.
Well-versed in integration design and development, including SOAP and RESTful services, API management, security and policy definition, SOA frameworks and handling messaging formats such as JSON and XML. Experienced in service design and collaborating with analysts and stakeholders to define reusable, scalable API services.
