About the business unit
The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe.
The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure, CSBA modernises, expands and upgrades existing facilities.
The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.
The Emergency (ES) and Fire Services (FS) Programs sit within CSBA, which manage and deliver critical emergency and fire services infrastructure projects. ES and FS work collaboratively with the Victoria State Emergency Service (VICSES), Life Saving Victoria (LSV), Marine Search and Rescue (MSAR) and the Country Fire Authority (CFA) agencies to ensure building and infrastructure projects are delivered on time and within budget.
ES and FS work with local clubs, units, brigades, councils and other key stakeholders to oversee these projects, ensuring volunteers have access to modern, fit-for-purpose facilities. The ES and FS have a program of work, geographically spread across the state, initially on the delivery of new VICSES Units, CFA Stations, as well as working with local lifesaving and surf lifesaving clubs, Councils and Life Saving Victoria to deliver new clubhouses, along with the delivery of new vessels for MSAR volunteers.
About this role
The design and quality manager is responsbile for:
- Management of Design Consultant(s) to produce consistent, timely, high-quality documentation across all Projects within Program.
- Ensure design management, stakeholder design consultation, change management, and Safety in Design processes are implemented consistently across all Projects in the Program.
- Provide a central point for liaison and coordination between Project Teams and Design Consultant(s).
- Ensure designs meet project briefs and requirements.
- Ensure projects are designed to approved budgets.
- Establish and implement a quality management framework across the Program.
- In addition to the design and quality management responsibilities, this role must also project manage a number of VICSES projects during this time.
EOIs must be submitted by 11.59pm on 23rd January 2025 to be considered for this role.
- Applicant submission will be assessed against past experience in the delivery of construction projects and the quality of the response.
