The Department of Justice and Community Safety is seeking a Senior Prison Officer, Recreation to provide a critical role at Dame Phyllis Frost Centre.
About the Business Unit
The Corrections and Justice Services (CJS) group, comprising Corrections Victoria (CV), Justice Health and Justice Services, plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system.
CV is responsible for the implementation of policies, programs and services that ensure the safe and secure containment of prisoners, and that seek to rehabilitate offenders by addressing the underlying causes of offending behaviour.
CV also sets strategy, policy and standards for the management of the state's system of correctional facilities whilst also developing programs for the management and rehabilitation of prisoners and the community-based supervision of offenders.
As part of the CJS group, the Dame Phyllis Frost Centre (DPFC) is a 568-bed medium to maximum-security facility for female offenders located within the West Metropolitan Area, Department of Justice and Community Safety.
About the Role
The Senior Prison Officer – Leisure Centre will coordinate the services, events and functions hosted by the Leisure Centre and provide instruction to staff who deliver coaching and training sessions to prisoners participating in recreation and Leisure Centre activities. The Senior Leisure Centre Prison Officer is responsible in ensuring all prisoner inductions are completed for the Leisure Centre and Multipurpose Recreational space.
A focus of the Senior Prison Officer – Leisure Centre role is to contribute to the recruitment process of new staff, ensuring a full induction and staff training is completed. This role will conduct regular meaningful and engaging supervision sessions to help develop and motivate staff to achieve the Leisure Centre objectives and contribute to achieving the broader location's business plan goals.
The Senior Prison Officer – Leisure Centre will assess recreational needs of mainstream, protection, management, and vulnerable prisoner cohorts to develop, implement and evaluate recreational programs to meet individual and group requirements. The Senior Prison Officer – Leisure Centre will oversee the service delivery of programs by stakeholders and events hosted by the Leisure Centre, to ensure the safety and security of all people involved and the safe operation of the prison is always maintained.
Senior Prison Officer – Leisure Centre will also contribute to the maintenance and implementation of improved work processes and systems and may be required to conduct some statistical analysis.
It is a requirement of this position to work weekends and public holidays, which will be remunerated in accordance with the applicable provision of the Victorian Public Service Enterprise Agreement 2024.
Some of your duties will include:
- Coordinate the day-to-day operations of a team of Prison Officers.
- Co-ordinate all external program service providers including community groups, not for profit organisations and various stakeholders delivering services within the Leisure Centre.
- Contribute to the management of staffing allocation for the Leisure Centre and Multi-Purpose Recreational space for specific program, events, and portfolio areas, including the allocation of workloads and team-based responsibilities.
- Deliver professional development advice and performance management via regular staff supervision meetings and monthly team meetings. Both meetings are to be documented for record keeping purposes.
- Assess recreational needs of the DPFC's prison population; plan and develop recreation programs proposals, including the completion of risk assessments, budget estimates and funding sources to be compiled and presented to the Offender Services Manager.

About you
To be successful in this role, you will have:
- Demonstrated ability to provide leadership in a correctional environment.
- Commitment to working with staff, prisoners, and other service providers in the delivery of an integrated, whole of Justice approach to reducing re-offending.
- Experience and skill in areas relevant to Correctional Delivery or statutory environment, management of staff and offender case management.
- Knowledge of, and the ability to apply relevant legislation, policy and procedure relating to Corrections Victoria and the management of its prison facilities.
Qualifications/requirements
- Prior to commencement you will be required to obtain a current Statement of Attainment for the First Aid unit HLTAIDO11 Provide First Aid.
- A full and current Victorian driver's licence or a minimum P2 driver's licence.
- Completion of the Prison Officer Pre-service Training or a willingness to undertake and complete the provided Prison Officer Pre-Service Training is required.
- Certificate III in Fitness or equivalent qualification is desirable.
- Certificate III in Correctional Practice (Custodial) or similar is desirable.
