About the role:
The Senior Adviser supports the delivery of the suite of savings initiatives approved by Health Finance Board and Cabinet. Actual delivery of the initiatives remains the responsibility of specific DH divisions, therefore these roles must operate in a highly collaborative and networked manner. The Senior Advisor will need to work closely with the Principal Advisor, who will be responsible for specific streams of work, to support strong coordination across the entire strategic portfolio of activity from design, delivery to performance.
This role ensures the Division "learns and improves continuously". You will turn raw delivery data into strategic insights, ensuring that the benefits promised in the strategy were actually realised. The role provides high‑quality performance reporting, benefits tracking, analysis and lessons learned to support continuous improvement and inform strategic decision‑making. It works across the Division and Department to ensure performance information is accurate, meaningful and connected to strategic intent.

About you:
The Department of Health is seeking a highly skilled Senior Advisor, Performance & Portfolio Insights to drive data-informed decision-making and strengthen performance across a complex portfolio. This role is suited to a strategic and analytical professional who can bring clarity to ambiguity, interpret data, identify trends and deliver evidence-based insights that inform policy, planning and operational outcomes. You will apply advanced analytical techniques, including cost-benefit analysis, and use visualisation tools to communicate performance clearly and effectively.
You will play a central role in problem solving by gathering and analysing information from multiple sources, engaging stakeholders and developing practical, outcome-focused solutions. Your ability to assess issues from different perspectives and translate insights into meaningful improvements will be critical to success.
As a project leader, you will plan and manage initiatives from concept through to delivery, ensuring objectives are clearly defined and achieved. You will monitor performance, manage risks and issues, and support teams to track benefits, close projects and embed sustainable improvements. Strong stakeholder engagement and influencing skills are essential, with the ability to build support, navigate competing priorities and achieve alignment across diverse groups.
The role requires demonstrated experience in implementation and delivery, including an understanding of health system financial and budget considerations. You will work closely with delivery partners to ensure initiatives are executed effectively, addressing challenges proactively to achieve outcomes on time and within budget.
You will also be responsible for producing high-quality written materials, including briefs, reports and presentations, ensuring clarity, accuracy and alignment with audience needs. Strong communication skills and attention to detail will underpin your ability to convey complex information in a clear and impactful way.
Mandatory
- Experience in performance reporting, evaluation, analytics, continuous improvement or related roles. Understanding of health system performance, financial sustainability and outcomes measurement is desirable.
- Knowledge of the department and its operating practices as well as government processes and information systems would be advantageous, as would a sound understanding of financial management, risk management and governance in health.
On a personal level the candidate will be highly detail-focused, with exceptional attention to identifying gaps in performance information and ensuring logical, outcomes-driven analysis, while demonstrating integrity and a strong commitment to public service. They will build trusted relationships through collaboration and diplomacy, remain resilient and self-aware in challenging environments, and bring strong drive, accountability and consistently high performance standards.
