About the role:
The Financial Performance Analyst role is responsible for supporting the understanding and delivery of the department's strategic financial investment in Victoria's health system, health service financial sustainability and to be the interface between the Department of Health and health services.
Against the context of increased financial sustainability challenges for Victoria's health services, this position is part of a specialist branch that coordinates the financial performance of health services and leads the development of advice on high-risk public health services financial sustainability to inform Hospitals Victoria.
This role examines high-risk health services financial information; develops and delivers strategic business and operational reports; undertakes detailed financial analysis; interprets financial statements to identify financial impacts and extract greater detail or understanding; assists with the planning and coordination of briefings and other financial and policy inputs; contributes to the maintenance of data quality and integrity across a range of systems by identifying and communicating issues and errors.
The role reports to the Principal Policy Advisor, Health Service Financial Performance branch and works alongside a team of Finance Business Partners (Health Sector) and provides innovative financial management analysis and advice in supporting public health services and hospitals.
The role will require close working relationships with internal stakeholders across the Department and Victorian health sector to ensure clear reporting, messaging to government and ensuring tight timelines are adhered to.

About you:
The Department of Health is seeking a Financial Performance Analyst to support informed decision-making and drive improved financial and operational outcomes across a complex health environment. This role is suited to a commercially astute professional with strong analytical capability and experience delivering financial insights that influence performance.
You will provide high-quality financial analysis, benchmarking and reporting to support strategic and operational priorities. Your ability to interpret complex data, identify trends and develop clear, evidence-based recommendations will be critical. You will work closely with stakeholders at all levels, translating financial concepts into clear and accessible insights to support understanding and decision-making.
The role requires strong stakeholder management skills, with the ability to navigate competing priorities, identify shared objectives and build effective working relationships. You will collaborate across teams to address challenges, develop practical solutions and drive continuous improvement.
You will demonstrate sound problem-solving capability, drawing on multiple sources of information to analyse issues, identify risks and opportunities, and implement effective solutions. You will monitor outcomes, evaluate effectiveness and adapt approaches to ensure optimal results.
A strong customer and detail focus is essential, with a commitment to delivering high-quality outcomes and continuously improving services. You will identify gaps in information, apply structured thinking and ensure accuracy in all aspects of your work, supporting robust financial management and informed decision-making across the organisation.
Mandatory

A bachelor's degree or higher in Accounting / Commerce.
Membership of the Institute of Chartered Accountants of Australia (ICAA) and/or Certified Practising Accountants of Australia (CPA) will be highly regarded. -
A high degree of understanding and knowledge of the Victorian budget processes, health system funding, relevant departmental systems and environments.

Exceptional advisory, negotiation, communication and relationship building skills, with demonstrated capacity to work effectively within a politically sensitive context.

Knowledge of the Victorian public hospital operations, and the impact of government funding, policy and reform on operations.
On a personal level the candidate will be collaborative and adaptable, building trusted relationships across diverse stakeholders while working effectively in complex environments and maintaining a strong focus on outcomes. They will demonstrate sound judgement and resilience in decision-making, alongside self-awareness and openness to new ideas, continuously improving practices and contributing positively to team performance.
