About this role
About the role:
The Timely Emergency Care (TEC) project is the Department of Health's aimed at enhancing hospital-wide patient flow and reducing delays in emergency care across Victoria, in partnership with the Institute for Healthcare Improvement, 22 Health Services and Ambulance Victoria.
Key objectives of the TEC Project include:
- Strengthening improvement support, performance oversight and consistent application of the Standards across health services. Enabling deeper engagement and clearer accountability for system-wide flow improvement, embedding this as core business.
- Reducing hospital admission rates, emergency department length of stay, and ambulance transfer times.
- Promoting collaborative improvement by bringing together health service teams to share best practice and innovations, with support from local and international experts in patient flow and improvement science.
- Reinforcing shared accountability at the ambulance-hospital interface, supporting improved transfer of care and system-wide patient flow outcomes in partnership with Ambulance Victoria.
As an Improvement Advisor you will bring technical expertise in improvement science to the work of the TEC project. This role will contribute to the development of the measurement strategy and advise on sound construction of the theory of change.

About you:
Can you demonstrate the following?
- Contribute to the development of foundational materials including project aims, measurement strategy, content theory, execution strategy and dissemination plans.
- Teach, coach, and support participating health service teams.
- Facilitate shared learning among participating teams throughout the
- Harvest successes for broader dissemination and spread.
- Utilise improvement measurement principles to monitor and report
- Project progress utilising a platform that supports data sharing, reporting on progress, dissemination of learning and assess, including financial management.
Qualifications / Specialist Expertise
- A tertiary qualification in fields related to health, public policy and/or health administration would be desirable.
- A formal qualification, training and/or detailed experience in improvement science would be desirable
