About the role: 

CSO 19 - The position of Project Officer plays an important role in supporting the improvement of business processes, services, ways of working, operating model and organisational design to improve efficiency and effectiveness across the Department.  

The Strategy Performance and Evaluation Branch supports the delivery of strategic projects and priority work across the Department of Health by providing high-quality research, analysis and practical project support. Working as part of an internal consultancy and in a matrix model, the role contributes to the development of evidence based advice, the preparation of clear written products, and the coordination of workstreams to achieve agreed outcomes.

CSO 63 - The Project Officer supports change activities and projects through analysis, planning, and implementation support of initiatives that enhance organisational effectiveness and efficiency across the department. This role involves collaborating with stakeholders to understand business needs, supporting the design of services and structures, and ensuring smooth transitions through effective change management strategies.

To be successful in this role, you will be a high performing team member with strong skills in analytical thinking, communication, problem solving, and project coordination. You will work closely with team members within the Change team and with other stakeholders to understand the need for change, its impacts, and to develop creative and practical solutions.

Can you demonstrate the following?

CSO 19 

• Provide authoritative strategic advice, reasoned recommendations and innovative solutions to complex organisational issues, drawing on evidence-based analysis, systemic assessment and stakeholder engagement.
• Produces project plans where objectives are clearly defined and action steps for achieving them are clearly specified; regularly communicates with and supports project team members; ensures project objectives are met by anticipating and managing potential and emerging issues.  
• Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives, lead relevant committee and governance processes.

CSO 63

• Conduct and maintain analysis to measure and evaluate impacts of proposed changes including relevant design, finance, risk, workforce, change assessments data
• Draft and develop material including the preparation of briefings and meeting papers, agendas, minutes and reports.
• Plans and prioritises work to ensure outcomes are achieved; demonstrates willingness to be flexible and adaptable to changing priorities with the ability to meet deadlines while working in pressured situations

Qualification/Specialist Expertise

CSO 19

• A degree in a related field is highly desirable, along with relevant experience in similar roles involving organisational design, process improvement, and strategic initiative
• Applicants with a tertiary qualification in other fields but with work experience in the above fields and experience in use of evidence, data analytics and visualisation or economic analysis would also be considered suitable.   
• Experience in the analysis, interpretation, visualisation, presentation and communication of quantitative data to a range of audiences. Experience using Victorian government administrative data is desirable (coding experience would be a bonus). Consulting experience would be desirable. 

CSO 63

• Tertiary qualification in organisational behaviour would be beneficial.
• Experience in change management and/or project management would be beneficial.
