About Grants Reform

Grants are the heartbeat of Victoria Legal Aid (VLA), enabling thousands of clients to be represented in courts and tribunals across the State through Grants of Legal Assistance to private and inhouse lawyers. The reform of this service is an urgent and important business transformation for VLA, reflecting our deep commitment to improving the experience of, and reducing the administrative burden for, the hundreds of private and inhouse lawyers who undertake legal aid work; introducing simple, reliable and efficient processes for VLA staff; and enhancing client outcomes and the user experience for all, while ensuring we meet stringent public accountability and compliance requirements. 

About the role

The Senior Business Analyst, Grants Reform will lead a broad program of analysis across people, process, technology, financial and governance information to identify and quantify opportunities to improve the Grants of Legal Assistance service. This role has a strong focus on stakeholder engagement and end to end process improvement. Success will look like building insight and recommendations on ways to make the grants service easier to use, efficient and more client centric. While the Grants Reform Program has a predominant process improvement focus, the specification, selection and implementation of new technology will be a critical component of the work.

This role is based at our Melbourne CBD office on Wurundjeri Country.

About you

As our ideal candidate, you will possess:

• Demonstrated experience identifying, evaluating and analysing business data to identify opportunities, validate benefits and inform improvement priorities, particularly in environments where data sets are scattered or incomplete. SQL a significant benefit.
• Advanced capability in business process analysis and simplification, including mapping complex end-to-end processes (BPMN 2.0 or similar), identifying optimisation opportunities and defining business rules and decision logic.
• Experience bridging business stakeholders and technical teams, with the ability to create clarity, facilitate workshops and translate business needs into implementable requirements.
• A comprehensive understanding of a wide range of business analysis methods and a strong application of project management and change management methodologies
• Experience in contributing to the development of business cases, cost benefit analysis and options assessment for complex transformation programs that include IT investment.
• You must have the right to work in Australia (i.e., be an Australian or New Zealand citizen, permanent resident, or hold a valid visa).
