About the Role
An exciting opportunity exists for a Manager, Digital Learning Policy and Practice to join the Digital Learning Unit within the Department of Education on a part-time (0.6 FTE) fixed-term basis until 24 March 2026.
This job-share role will work alongside the current Manager, who will transition to 0.6 FTE during this period (working from Wednesday-Friday each week). The strong preference is for the successful candidate to be available to work from Monday-Wednesday or Friday-Tuesday each week, to ensure the efficient co-management of the team and its work.
The successful applicant will co-lead a team of VPS staff and drive a future-focused portfolio aimed at improving student learning and wellbeing outcomes through the responsible and effective use of digital technologies.
Key Responsibilities
The Manager, Digital Learning Policy and Practice will:
- Provide strategic leadership in the development of policy, authoritative guidance, and strategic advice on key issues, including:
- Generative artificial intelligence in education
- Mobile phones in schools
- Social media and the responsible use of digital technology
- The effective use of digital technologies in teaching and learning
- The future scope and functions of the department's Arc platform
- Engage and collaborate with key stakeholders across the department, education sectors, schools, tertiary institutions, ICT vendors, and policy experts.
- Contribute to the development of high-quality policy solutions in complex, high-profile areas.

About the Department
The department is responsible for early childhood and school education in Victoria through the provision of a wide range of learning and development supports and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Curriculum and Teaching Practice Division (CTPD) is responsible for developing and supporting schools to implement the department's teaching and learning policies and providing curriculum implementation guidance to Victorian government schools.
CTPD draws on contemporary research and practice evidence to develop evidence-based teaching and learning policy reforms, co-design and implement initiatives to support schools to deliver high-quality teaching programs. CTPD has primary responsibility for providing advice and implementation support to government schools to deliver the Victorian Curriculum.
CTPD has three branches:
- Teaching and Learning
- Literacy, Languages, the Arts and Humanities
- Numeracy, STEM and Digital Learning.
Across these branches, the key functions include:
- developing and communicating policies and guidance in areas such as curriculum planning, pedagogy, assessment and reporting, curriculum implementation (including languages education, Holocaust education, literacy instruction, mathematics and numeracy education), and artificial intelligence
- developing lesson plans and other classroom teaching and learning resources to support the implementation of departmental pedagogical settings and F-10 curriculum
- designing and delivering high-quality professional learning to build teachers' professional expertise in key pedagogical and curriculum areas
- developing and managing the Arc Platform and implementing high-quality teaching and learning software
- fostering student, family and community engagement through programs like the Premiers' Reading Challenge, Books in Prep Bags, and community language schools.
