About ESV 

Energy Safe Victoria (ESV) is the Victorian Government Statutory Authority responsible for the safety and technical regulation of electricity, gas and pipelines for all Victorians. There is a new and exciting opportunity that has been created within our Gas & Pipeline Infrastructure Safety (GPIS) team that sits within the wider division of Gas & Pipeline Safety and Technical Regulation. GPIS has the responsibility of ensuring that the public are protected from environmental, health and safety risks resulting from the construction and operations of licensed pipelines. As well, the team ensures the safety of the conveyance, sale, supply, measurement, control and use of gas and other hydrocarbons. As the Senior Engineer, Technical (Gas Distribution), you are responsible for providing technical advice and ensuring compliance of legislation and relevant Australian and International standards by reviewing compliance documentation and advising of breaches to technical design and operation of asset integrity management plans.

 

About the role

Reporting to the Manager, Gas & Pipeline Infrastructure Safety, the Senior Technical Engineer will lead and participate in technical field compliance audits, undertaking construction and operational inspections, preparing formal reports, addressing non-compliance, and recommending changes to practices to meet ESV requirements. Additional responsibilities include, but are not limited to:

 

  • Monitoring compliance in relation to licensing conditions and liaising with DELWP, licensees and other relevant stakeholders to ensure the ongoing satisfaction of legislated requirements

  • Reviewing pipeline integrity management plans, repair plans and operational integrity assessments including intelligent pig reports, remaining life review and dig-up assessment reports
  • Training team members in relation to technical design and operational asset management
  • Acting as the Lead ESV participant in relevant committees or working groups

  • Providing thorough knowledge in principal safety case treatments (e.g., including but not limited to gas quality, industry training, incident investigation, risk assessment, emergency management, environmental management and KPI reporting, etc)

 

To be considered for this role you will:

Have excellent stakeholder management experience to be able to effectively manage relationships with internal and external stakeholders. With a minimum of 10 years' experience and a tertiary qualification in either Engineering or equivalent, you are technically proficient in either gas distribution and/or gas/liquid pipeline principles relating to hazards associated with construction, commissioning and operation. You are experienced in, or have had exposure to quality assurance, risk management and environmental management systems. Likewise, you have excellent knowledge of legislation, regulation, standards, codes and practices relating to risk management methodologies, pipelines and energy safety. Experience with auditing or having been a Lead Auditor will be favourably considered.
