Department policy stipulates that salary upon commencement is paid at the base of the salary range for the relevant grade. Any above base requests require sign off by an executive delegate and will be by exception only or where required to match the current salary of Victorian Public Service staff transferring at level.

Justice Health is the business unit of the Department of Justice & Regulation responsible for the delivery of health services for persons in Victorian prisons. In Victoria, health services to persons in prisons are contracted to health service providers and Justice Health contract manages the health service providers in public prisons. Justice Health sets the policy and standards for health care in all Victorian prisons and monitors and reviews the performance of health service providers. Justice Health is responsible for facilitating an integrated approach to health service planning and service delivery, leading health prevention and promotion activities, and facilitating the release of health information to community health care providers, legal representatives and individuals.  

Justice Health works in collaboration with the Department of Health and Human Services and Corrections Victoria to ensure the effective transition of prisoners back to the community from prison (with particular focus on the health, mental health and AOD needs) and that mental health and alcohol and drug treatment services are provided to offenders on community based orders or parole. 

Justice Health is also responsible for overseeing contractual and service delivery of Youth Justice health and rehabilitation services. These services include: 

  • health and rehabilitation services to children and young people detained in Parkville and Malmsbury Youth Justice Precincts 
  • rehabilitation services to young people residing in the community who are sentenced and under the supervision of Youth Justice on community-based orders.
     

Services Contracts Managers in Justice Health are responsible for the leadership and management of a range of major and complex health service contracts for services to persons in public prisons and children and young persons in Youth Justice facilities and in the community. The health service contracts are high value, high risk service delivery, commercially complex contracts that include pass through costs, a variety of funding / contract payment formulas and abatement clauses. The Health Services Contracts Manager will monitor health contract compliance, conduct regular meetings with contractors and stakeholders to ensure the maintenance of service delivery and lead commercial negotiations with service providers. The Health Services Contracts Manager is required to liaise closely with other areas of Department of Justice & Regulation. Occasional travel within Victoria may be required. 

The Health Services Contracts Managers are each responsible for a portfolio of contracts/service agreements to manage across the public prisons and youth justice services. The allocation of portfolios may change over time to meet the needs of the business.
