Rehabilitation Liability Assessment & Bonds – Senior Estimator

  • $120,692 - $161,511 (Plus Superannuation)
  • Fixed Term – until 30 October 2020

The position of Rehabilitation Liability Assessment & Bonds – Senior Estimator forms a part of the Resources Branch within the Rural & Regional Victoria Group.

The Resources Branch develops policy, programs and regulation to enable investment and generate jobs through the sustainable development of the State's earth resources, including extractives, minerals and petroleum.

The Rural and Regional Victoria Group works with councils, industry and businesses and primary produces to improve liveability and drive sustainable economic growth in rural and regional communities.

The main key accountabilities of the role include:

  • Provide authoritative expert advice on complex issues to internal and external stakeholders on contemporary, risk and outcome based standards, operational policy, standard operating procedures and annual operational plan for assessing/reviewing site rehabilitation liabilities for mine, quarry and other earth resources sites across Victoria.
  • Lead and carry out bespoke rehabilitation liability assessments for complex sites, including progressive reviews, based on the rehabilitation plans approved by the Statutory Authorisations team and informed by ongoing field reports from Regulatory Compliance Inspectors.
  • Lead in updating and maintaining the rehabilitation liability assessment procedure and bond calculator for both low and complex sites across Victoria.
  • Initiate and manage internal and external stakeholder relationships by working proactively and closely with Earth Resources Regulation's officers, Latrobe Valley Rehabilitation Commissioner, the State's public land manager, private landholders and co-regulators  to inform the assessment of rehabilitation liabilities, set bonds and return bonds following the completion of rehabilitation.
  • Inform and implement operational policies and procedures for publicly reporting up-to-date information on rehabilitation liability assessments and bonds in Earth Resources Regulation's electronic information management system.
  • Prepare and deliver guidance information on the requirements for assessing rehabilitation liabilities and setting bonds for Earth Resources Regulation Officers, industry operators, other agencies and community members, with respect to rehabilitation planning and obligations, as outlined in the relevant legislation.
