The Department of Justice and Community Safety (the department) is seeking a Senior Business Analyst to provide a critical role within Technology Solutions and Data Security.
About the Business Unit
The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.
Technology Solutions and Data Security focuses on meeting the department's data and digital needs by providing responsive and sustainable services focused on supporting departmental outcomes.
Technology Solutions and Data Security explores and employs technology to enable the department's business function via the use of modern, appropriate platforms, products and services. It supports enterprise-wide platforms and services including critical applications, networks, telecommunication, call centres, hosting, intranet/internet sites; delivers business and corporate funded project; and oversees the delivering of services provided by technology service providers such as Cenitex.
About the Role
The role of a Senior Business Analyst is to:
- Provide thought leadership and develop best practice for business analysis to deliver continuous improvement, transforming the ICT landscape and delivering business value.
- Lead and deliver major and minor work packages focussed on Business Process Re-engineering and Business Process Modelling, Data and Financial Modelling, seeking to create business value.
- Lead the process for business analysis, creation, and management of information to comprehensively meet both business and technology need, including coaching and mentoring teams to achieve business outcomes.
- Lead other Business Analysts in undertaking analysis activities across the lifecycle of solution delivery, from problem definition and requirements elicitation to solution design and proposal development, ultimately to participating in successful project delivery.

About you
To be successful in this role, you will have:
- Experience within a large ICT environment of business analysis practice, leading to successful ICT improvement or transformation creating realised business value.
- Knowledge and understanding of business analysis best practices, and new or emerging technologies and their potential value to the organisation.
- Knowledge and experience in the planning, workshop facilitation, identification/elicitation, documentation, review and analysis to produce business cases, business requirements, business processes (as-is and to-be), and related project documentation as necessary.
- Knowledge of, and experience in leading/utilising/participating in a range of waterfall (e.g., PRINCE2, PMBOK) iterative, incremental and agile software development methodologies (e.g., Scrum, Kanban, ScrumBan, SAFe).
- Experience in developing complex process diagrams, use-cases, data flows, and related as necessary.
- Experience to undertake business analysis related project activities on assigned projects.
- Capabilities in workplace tools such as Microsoft Word, Excel, PowerPoint, and Visio.
- Ability to provide authoritative advice on Business Analysis, mentor staff, and perform quality assurance.
Qualifications/requirements
- A qualification in a Technology or Business Analysis discipline or related field is desirable.
- You may be required to travel and support priority projects or program activities to prison sites across the state.
