The Department of Justice and Community Safety is seeking a General Manager to provide a critical role within the Security Standards Unit.
About the Business Unit
The Security and Intelligence Division sits within Corrections Victoria in the Department of Justice and Community Safety.
The Security and Intelligence Division is responsible for the acquittal of several key strategic functions within CV including Security Risk Management, Electronic Monitoring, Correctional Emergency Response, and Emergency Management including exercising plans and contingencies, and Intelligence. The division is divided into five business units, Corrections Victoria Intelligence Unit, Security Standards Unit, Electronic monitoring, Security & Emergency Services Group and the Emergency Management Unit.
The Security Standards Unit (SSU) is responsible for several of these strategic functions focused on Security Risk Management, Physical Security, Annual Procedural Security Reviews, Schematic Plans, and State-wide Locksmith Services and maintaining a range of policy documents. The SSU is responsible for monitoring the minimum-security requirements for all prisons and secure locations on an annual basis, as well as ensuring that the standards are reviewed regularly. The unit also provides assistance, advice and support to CV relating to Security, Security Risk Management, Fire Response and Emerging Technology.
About the Role
The General Manager, SSU, provides professional strategic support to the Assistant Commissioner, Security and Intelligence Division on all matters relating to the operations of the SSU, in addition to other Departmental work areas to ensure security and safety is maintained in CV facilities, both established and under construction.
The General Manager operates within a complex and dynamic environment that requires the capacity to exercise sound judgement, provide high-level advice and deliver effective and timely actions. This role provides a strategic oversight of the SSU and has a strong focus on business intensive responsibilities of the SSU including contractual work, financial responsibilities, and staff management obligations.
The role is primarily based at the Statewide Services Building, Western Plains Correctional Centre, although some state-wide travel and overnight stays may be required. The role may be required to work in Metropolitan Melbourne, whilst there may also be some opportunity to work from home in accordance with Victorian Public Service guidelines.
Some of your duties will include:
- Manage a range of high-level and complex operational and strategic projects relating to the responsibilities of the Security Standards Unit and broader Security and Intelligence Division.
- Manage and operate the business focused needs of the Security Standards Unit with a focus on effectively and efficiently managing contracts and financial obligations for the SSU division to ensure SSU is meeting and delivering on its commitments.
- Provide high quality, authoritative and strategic advice on the Security Standards Unit to, and on behalf of, the Assistant Commissioner, Security and Intelligence Division, on complex and sensitive issues and risk strategies.

About you
To be successful in this role, you will have:
- Significant understanding and awareness of the key current and emerging issues impacting CV.
- Expert knowledge of prison construction and design requirements as well as security systems including CCTV, perimeter and barrier control security and the relationship between physical, procedural, and dynamic security.
- Demonstrated experience in the development of strategic advice, policy, operational frameworks, and business, contract, and financial requirements within a complex environment.
- Demonstrated experience in managing the design, development and implementation of projects, policy, and service delivery in a complex environment.
Qualifications
- There are no mandatory qualifications for this role, however, qualifications in a relevant discipline would be useful.
